SEX OFFENDER WHO TRIED TO ABUSE CHILDREN ONLINE JAILED FOR SEVEN AND A HALF YEARS
Over a two-year period, Devoy-Foster attempted to initiate sexual conversations with girls he believed to be between 12 and 15 years old.However, those he interacted with were not minors but members of Online Child Action Groups (OCAGs) or undercover police officers, which was beneficial for the public and detrimental to his intentions.
On 14th and 15th May 2023, he engaged in sexually charged communication with a user he thought was a 13-year-old girl on RandoChat.
During their exchange, he sent explicit videos and encouraged the girl to engage in sexual activities.
Fortunately, the recipient was an officer from the North-West Regional Crime Unit (NWRCU), not a child.
Authorities from the East Management of Sexual or Violent Offenders (MOSOVO) Team detained Devoy-Foster.
After discussions with the Crown Prosecution Service, he faced charges for attempting to communicate sexually with a minor, inciting a minor to engage in sexual acts, and failing to adhere to notification obligations.
While on bail for these charges, on 2nd November 2024, Devoy-Foster contacted a profile on RandoChat he believed was operated by a 13-year-old girl.
Under the alias Adam, he asked, “what u done with a guy?” and continued to send sexually explicit messages, encouraging what he thought was a child to perform lewd acts.
Despite multiple responses confirming her age as 13, he persisted in asking for such acts.
His communication was reported the following day by an OCAG operative, leading to the case being handed over to Lancashire Police for further investigation.
Subsequently, on 16th December 2024, he engaged in sexualised conversations with another girl he believed was 14, on both RandoChat and WhatsApp.
Unbeknownst to him, he was speaking with a member of a second OCAG.
On 22nd December, outside a Blackburn supermarket, Devoy-Foster was arrested after OCAG members confronted him.
Authorities searched his home, seizing multiple electronic devices, including eight mobile phones.
He was charged and released on bail under strict conditions, prohibiting him from using RandoChat, communicating with minors, or unrestricted internet access.
Later, on 8th April 2025, he reached out to a profile he thought belonged to a 12-year-old girl on RandoChat, inquiring about her age.
Two days later, he sent inappropriate messages asking for lewd acts, requesting she perform them and send pictures.
He even shared an image of a penis and spoke of planning a secret park date.
All these messages were sent from his home in Terry Street, Nelson, and the recipient was actually an officer from the NWROCU acting as a decoy.
Officers arrested him at his residence.
Evidence indicated that his actions were deliberate attempts at sexual communication with minors.
Before trial, Devoy-Foster pleaded guilty to multiple charges, including sexual communication with children under 16 and inciting sexual acts.
He was sentenced to seven and a half years in prison and placed under an indefinite Sexual Harm Prevention Order earlier this year.
His sentence was finalised on 23rd February at Preston Crown Court, confirming the serious nature of his offences and the ongoing restrictions imposed for public safety.
