RENFREWSHIRE CHILDREN'S WORKER SENT SEXUAL MESSAGES TO VULNERABLE YOUNG WOMAN HE HAD SUPPORTED
A Renfrewshire children and young people's support worker has been struck off after being found to have inappropriately communicated with a vulnerable young adult who he had previously supported.The creep has been struck off the register following an investigation from the Scottish Social Services Council (SSSC).
While employed as a Duty Officer in February 2024, William Campbell asked the young woman - named AA - to add him on Snapchat before degrading and pressuring her on video calls.
Campbell was found to have acted in a "sexually motivated manner".
Using his personal phone outside of working hours, Campbell requested the young woman to video call, and during one conversation he commented on her body before telling her to move the camera angle so he could see her breasts.
During the same call, he pressured AA to "hurry up and finish" a can of Strongbow - he then went on to confess that he was "getting full of the gear”.
Campbell went onto ask the young woman - who was wearing a Minnie Mouse headband - to "get on her knees" while he placed his finger in his mouth.
He then screenshared during the call and browsed images of "sexy" Minnie Mouse and Tinkerbell costumes for women - saying to AA that he would purchase such costumes for her.
While screensharing, Campbell - who used the handle 'wullycampbell' on Snapchat - browsed images of naked women wearing collars, nipple clamps and gags, and told AA that he would purchase similar items for her, as well as a "school uniform" to wear.
Campbell then went on to ask if any of the young woman's friends had an OnlyFans account.
The call continued and Campbell's manner became rather sinister, as he said to AA: "I could get into your flat really easily if I wanted to, I would kick in the door and restrain you." He added: “I might need to tie you up to the radiator.
I will buy rope”, or words to that effect.
He then degraded AA, saying: "You are so vulnerable you don’t have anyone.
You are lucky to have me in your life as you don’t have anyone else." He told the young woman not to tell anyone about the video call.
The duration of the Snapchat call, made at 2.24am, was 3 hours and 17 minutes.
During the SSSC's investigation, it was noted that while employed as a Duty Officer between July 2020 and May 2022, Campbell messaged a work colleague on Snapchat stating that he "wanted to choke" her.
Then in February 2024, he sent her an unsolicited sexual image of a woman who was bound with rope and a man holding her head to his groin.
In the report, the council state: "A suspension order would not be appropriate as such an order would not protect people who use services and the public.
The panel could not conclude that a period of suspension of itself would serve any purpose by allowing you to remedy the cause of the impairment of your fitness to practise." "The panel has already expressed the view that you have demonstrated only limited insight as to why your behaviour is unacceptable and posed a risk to vulnerable individuals on whom your behaviour has had a lasting impact.
It is further concerned by the breaches of trust it had found to be established, which is fundamental to your being allowed to continue working in the regulated sector." At the hearing, the panel decided that, with the exception of one, all of the allegations against Campbell were proved - he then admitted that his fitness to practise was impaired.
The panel made the decision to impose a removal order on his registration in the part of the register for children and young people’s worker.
Campbell has since appealed the outcome.
