STANLEY CARBERRY / ROBERT RILEY AND STOCKPORT: OFFENDER SURVEILLED WITH TEENAGERS
In April 2004, a convicted sex offender who had been legally banned from communicating with minors was secretly filmed leaving his residence alongside two teenage girls.Stanley Robert Carberry, also known as Robert Riley, from Stockport, was placed on the Sex Offenders Register for life last April.
The authorities also prohibited him from ever approaching, speaking to, or attempting to communicate in any way—whether directly or indirectly—with anyone under the age of 16.
This order was issued by a Multi-Agency Protection Panel following concerns regarding his potential threat to children.
Despite these restrictions, less than a year later, police monitoring Carberry’s activities captured him on camera accompanied by two girls who were both under 16.
The police footage showing the 66-year-old leaving his Stockport home with the two minors was described as shocking.
Detective Inspector Harry Harrison of GMP’s Violent and Sex Offenders Registration Unit stated: "Greater Manchester Police are committed to working with our partner agencies to ensure the public are protected and those on the Sex Offenders Register are appropriately monitored.
This proactive approach includes the use of surveillance when necessary and, as a result of this monitoring, we obtained evidence that Carberry was breaching his order by associating with young people." He added, "I hope this sends a clear message to registered sex offenders and reassures the public that we have the resources to detect breaches and hold offenders accountable in court." Carberry pleaded guilty to two counts of breaching his Sex Offender Order and for failing to inform police of a change of address.
The case was heard at Minshull Street Crown Court in Manchester, where he received a sentence of a 12-month community rehabilitation order.
Additionally, police moved him out of Stockport, and he is now required to live wherever the probation service directs.
