FIFE DOG OWNER CLAIMS ROMANIAN SHEEPDOG IS NO LONGER PUBLIC DANGER AFTER EARLIER ATTACKS
Sandra Hoggan, a 74-year-old dog owner from Dunfermline, admitted to being responsible for and in control of Richie, a dog deemed dangerous and subject to a Dog Control Notice issued on October 18, 2024.On November 11, 2024, Richie growled and snarled at a woman and her husky before charging at her, resulting in her being knocked over and sustaining serious injuries, including a broken collarbone.
Hoggan had a history of incidents involving her dog, which had previously bitten, cornered, and attacked other animals and people.
She stated to the court that Richie has since calmed down and is being cared for by a dog walker who takes it out three hours a day, along with training.
After reviewing her past incidents, the sheriff considered destroying the dog due to its threat to public safety, but Hoggan argued that the dog was no longer dangerous.
The court postponed sentencing until July 22 to give Hoggan time to seek legal advice.
