SAM ROAN FROM GLENROTHES, FIFE JAILED IN INVERKEITHING FOR BREACHING COURT ORDERS

A man with a troubling history of sexual offences involving minors has been taken into custody in Inverkeithing after violating a court-imposed restriction and has subsequently been sentenced to prison. Sam Roan, aged 32 and residing on Tarves Place in Glenrothes, Fife, was previously known for his involvement in sexual crimes against children and has served time behind bars for those offences.

The recent incident occurred when Roan was found to have joined an online chatroom despite being explicitly prohibited from doing so by a court order. He appeared before Dunfermline Sheriff Court to face charges related to this breach. Roan admitted that, after being placed under a Sex Offences Prevention Order (SOPO) at Perth Sheriff Court in 2022, he violated the terms of this order between February 1st and March 11th of the previous year. The breach took place at Roods Square in Inverkeithing, where he engaged in online conversations without notifying authorities.

The court was informed that Roan had failed to disclose his online activities and had established connections with several users within the chatroom. This was a clear violation of the restrictions set by the court, which aimed to monitor and limit his interactions to prevent further offences. During a prior hearing, Sheriff Susan Duff remarked on Roan’s concerning criminal record, highlighting the seriousness of his repeated violations.

Prosecutor Annie MacDonald explained that Roan had used a false name to access the Discord platform, where he joined a group and formed relationships with its members. These actions directly contravened the conditions of his SOPO. The breach was uncovered when police officers visited Roan as part of a risk management strategy, which is standard procedure for individuals with his background. The authorities noted that Roan has a history of non-compliance with court conditions, raising concerns about his ongoing risk to the community.

In light of these violations and his previous record, Sheriff Duff sentenced Roan to eight months in prison, emphasizing the importance of enforcing court orders to protect the public from individuals with a history of offending. The case underscores the ongoing challenges law enforcement faces in monitoring and managing offenders with complex criminal backgrounds, especially those involving vulnerable populations.
