LLOYD MACDONALD FROM DINGWALL SENTENCED TO LIFE RESTRICTION AFTER FOLLOWING MOTHER AND SON IN PUBLIC

In a case that has raised serious concerns about public safety, Lloyd MacDonald, an 18-year-old resident of Dingwall, was sentenced at the High Court in Glasgow for breaching a court order and engaging in disturbing behavior towards a mother and her young son in Dingwall, Ross-shire.

It was reported that in March, MacDonald followed a woman as she was walking home with her child, who was in a pushchair. The incident took place in the town of Dingwall, a place where the community has been shaken by the events. At the time, MacDonald was under a Sexual Offences Prevention Order, a legal restriction designed to prevent individuals with a history of sexual offenses from engaging in certain behaviors that could pose a risk to the public.

The order explicitly prohibited him from entering the grounds of any school, nursery, or play area, and from approaching or communicating with any child or an adult with a child. It also barred him from accessing the internet without explicit permission. Despite these restrictions, MacDonald was observed following the mother and her son as they made their way home after a shopping trip.

Witnesses reported that MacDonald attempted to initiate conversation with the woman and repeatedly stopped to stare at her and her child, actions that caused her significant distress. His behavior was deemed threatening and inappropriate, prompting concern for public safety. MacDonald later admitted in court to causing a breach of the peace, acknowledging his actions.

The court heard that MacDonald had a prior criminal record, including a conviction that resulted in an eight-month jail sentence and his placement on the sex offenders register. These previous convictions underscored the seriousness of his current behavior and the potential danger he posed.

Judge Lady Stacey, presiding over the case, expressed her grave concern about MacDonald's conduct. She stated, “I am dealing with the whole background here and I have come to the view that there is no other suitable disposal than an order for lifelong restriction. It is up to the parole board when, if ever, you will be released. You are presenting as a danger to the public.”

As a result, MacDonald was sentenced to 14 months in prison and was placed under a lifelong restriction order, effectively a life sentence, which will be reviewed by the parole board at a later date. The case has highlighted ongoing issues related to the monitoring and management of individuals with a history of sexual offenses, especially when they breach court-imposed restrictions in public spaces.
