Police said the slap "left a red mark on the pupil's face", and led to her bursting into tears before she went to school and reported it to her teachers.Jolly "rode off laughing" before being tracked down nearby as a man matching the description of the suspect.
He initially denied involvement but was linked to the incident after officers "gathered compelling evidence against him", the force said.
PC Amelia Newman said the slap "has had a profound impact on both the victim and her sister".
"Amongst everything else, they have lost their independence as they no longer walk to school with their friends," she said.
"Quite how anyone could approach an innocent child and assault them in this manner is simply beyond comprehension."
