BRUCE BALFOUR'S HORRIFIC CRIME SPREE IN FIFE AND MARKINCH: VICTIM'S BRAVE TESTIMONY OF ABUSE AND JUSTICE DENIED

In May 2013, a harrowing story of prolonged abuse and suffering emerged from the town of Fife, specifically highlighting the terrifying ordeal endured by a young woman at the hands of Bruce Balfour. The victim, now 25 years old, courageously shared her traumatic experience, revealing how she was subjected to unimaginable cruelty starting from the age of 14, when her nightmare began.

Her account details a two-year period of relentless torment, which she endured while living in Glenrothes, Fife. The abuse was initiated shortly after Balfour moved into her foster carer’s relative’s home, following the arrest of a family friend who was associated with him. She recalls the chilling moment when Balfour arrived at her residence unannounced, walking through the door with a menacing demeanor and issuing a stark warning: “You know the score. You’ll do what you’re told or else you’ll be cracked.” Despite her resistance and attempt to stand up for herself, Balfour’s violent response was immediate and brutal. She describes being slapped so hard that she was propelled into a built-in wardrobe, a moment that marked the beginning of her physical and emotional suffering.

Her narrative continues with graphic descriptions of the sexual assaults she was forced to endure. She recounts how Balfour would force her into performing sexual acts, often in a manner that was both violent and humiliating. The assaults, she says, escalated from being weekly occurrences to happening every night or morning, leaving her feeling trapped and helpless. She vividly recalls the moment when Balfour, exhibiting sadistic behavior, would bite her and subject her to various forms of physical abuse, including headbutts, throwing lighters, spitting, and even bursting her eye socket — though she was fortunate not to sustain more severe facial injuries.

Throughout her ordeal, Balfour used threats and blackmail to maintain control. He threatened to kill her and her sister if she attempted to escape or seek help, claiming he had people watching the house. She describes living in constant fear, with Balfour sitting with a knife, running it up and down her legs and between her thighs, taunting her with the question, “You want it?” He even threatened to take her and her sister into the woods to witness their torture and murder, further terrorizing her into submission.

Her escape finally came in 2003 when she was moved to another foster home in a different part of the country. Despite her physical and emotional scars, she kept her suffering hidden until police arrived at her door last year, prompted by another victim’s disclosure. The memories flooded back, and she found herself reliving the terror of her teenage years, feeling as frightened and battered as she did during her abuse. Prosecutors, however, only managed to secure a guilty plea from Balfour for assaulting her over a four-month period, which included incidents of being hurled against walls and furniture. The charges did not include the sexual abuse she endured, a fact that she laments, feeling that justice was not fully served.

Currently suffering from post-traumatic stress disorder, she expressed her frustration with the legal process, stating, “The Crown put so much pressure on me to relive this. Then they dropped it with no explanation but I’m not a victim — I’m a survivor.”

In the courtroom, Balfour, who has been described by medical experts as exhibiting psychopathic traits, was sentenced to life imprisonment with a lifelong restriction order, which could keep him incarcerated until his death. Originally, he faced charges of sexual assault, but these were dropped before the case reached the High Court in Edinburgh. Instead, he pleaded guilty last August to multiple abuse charges involving five women, including two victims who were pregnant with his children. Judge Lord Tyre condemned Balfour’s violent tendencies, emphasizing his disturbing pattern of using violence to satisfy his needs. The judge warned that if Balfour were to re-enter society, he would pose a significant risk to future partners.

Throughout his criminal campaign, Balfour operated from addresses in Glenrothes and nearby Markinch, spanning from 1994 to 2011. Initially denying the allegations, he dismissed the claims as “rubbish” and “nonsense” when questioned by police. His defense lawyer, Herbert Kerrigan QC, cited issues with alcohol and anger management as contributing factors to his client’s behavior.

Despite the severity of his crimes, the Crown Office stated that there was insufficient evidence to pursue sexual assault charges, citing the conclusion of their investigation into alleged offenses from 1989 to 2011. A spokesperson explained that the decision was made with sensitivity to the victims. Nevertheless, Balfour was ultimately sentenced to four years in prison and a lifelong restriction order for the assault and related charges.

Authorities and support organizations continue to urge victims of domestic and sexual violence to seek help.
