ANDREW FOWLER SHOCKS DUNDEE AND DOUGLAS WITH CHILD SEXUAL ASSAULTS

Andrew Fowler, a resident of Douglas and Dundee, has been at the center of a disturbing child sexual assault case that has sent shockwaves through the local communities. Fowler, whose address was listed as 10 Balerno Street in Douglas, was accused of abusing multiple children over a period of time, leading to a series of legal proceedings that culminated in a plea deal.

Initially, Fowler faced charges related to five separate incidents of sexual assault involving children. The assaults reportedly took place at an address in Dundee between June 1 and July 31, 2023. The nature of the allegations was deeply troubling, with reports indicating that Fowler engaged in acts such as licking a girl’s tongue, partially removing her upper clothing, and exposing her breast. In addition to these acts, Fowler was accused of touching a child's upper thigh, sharing a bed with her on multiple occasions, and repeatedly grabbing her body and pulling her towards him.

On the day scheduled for his trial at Dundee Sheriff Court, Fowler unexpectedly entered a guilty plea. He admitted to the specific act of licking the girl’s tongue, as well as the other inappropriate behaviors, which significantly reduced the number of charges against him. As part of the plea agreement, the remaining charges were dropped, and Fowler was convicted of a single count of child sexual assault.

Following his conviction, Fowler was placed on the sex offenders register for a period of five years. Prior to this, social work reports and mental health assessments were conducted to evaluate his psychological state and risk to the community. These reports informed the court’s decision to impose supervision for 18 months, during which Fowler was required to undergo counseling as directed by social services.

In addition to supervision, Fowler was sentenced to complete 110 hours of unpaid community work. Initially, he was also subject to registration requirements for 18 months, a standard measure for sex offenders. However, his compliance with the community order was later called into question when he breached the terms of his community payback order. As a result, he faced re-sentencing just before his 25th birthday.

At the re-sentencing hearing, Sheriff Clair McLachlan imposed further restrictions on Fowler’s liberty. She ordered a restriction of liberty order, which confined him to his home between 8 pm and 6 am daily for a period of four months. This measure was intended to limit his movements and reduce any potential risk to the community. Additionally, Fowler was once again placed on the sex offenders register for a period of five years, reaffirming the court’s stance on monitoring his activities closely.

These legal actions highlight the serious nature of Fowler’s offenses and the ongoing efforts by the justice system to protect vulnerable children from harm. The case remains a stark reminder of the importance of vigilance and swift legal response in cases of child abuse.
