Prosecutor Ian Ball detailed that among the materials recovered were photographs depicting victims as young as five years old.
One particularly disturbing image showed the head of a Harry Potter film actress superimposed onto the shoulders of a 10-year-old girl being abused by a teenage boy, highlighting the grotesque nature of the content.
Authorities found a staggering collection of illicit material on Stephen Davies' computer, located in his residence on Howard Court, Hereford.
The digital devices contained a total of 15,326 indecent images, including 55 videos featuring boys and girls under the age of 13.
Further evidence was uncovered on Philip Davies' mobile phone, where 59 images of children were stored, indicating a shared pattern of offending behavior between the brothers.
Stephen Davies, aged 32, pleaded guilty to seven counts of making indecent photographs of children by downloading them from the internet.
His brother, who resides at the same address, admitted to possessing indecent photographs.
The court heard that Stephen had previously received a caution in 2002 for possession of similar material, suggesting a troubling pattern of behavior and a failure to learn from past consequences.
