SERIAL SEX OFFENDER JAILED FOR CHILD ASSAULT AND GROOMING
A serial sex offender known for the 'upskirt' filming of schoolgirls has been sentenced to prison after committing two sex assaults on a young girl.The offender, Stephen Jagger, aged 42, had previously served time for similar offences involving upskirting.
He was convicted by a jury at Grimsby Crown Court after denying two charges of sexually assaulting a girl in 2017.
The court heard that Jagger gained the girl's trust by buying her presents and helping her make a cake, during which he kissed her in a manner described as a 'grossly unpleasant experience' by the court.
Jagger had also breached a sexual harm prevention order multiple times in 2017, a restriction originally made at Hull Magistrates' Court in August 2016.
Evidence revealed that Jagger became friendly with the 11-year-old girl, using this as an opportunity for sexual grooming by offering presents and kissing her against her will.
He also helped her make a cake and hugged and kissed her, actions the court considered highly inappropriate.
Recorder Richard Thyne remarked that 'She found these incidents to be a grossly unpleasant experience.' Jagger has a long history of convictions, including a 2004 indecent assault on a teenage girl on a train, and a 2007 jail sentence of two years and nine months for outraging public decency by exposing himself to a nine-year-old girl at a Hull swimming pool.
Despite previous imprisonments for similar offences involving upskirting, Jagger had remained in the community for some time until his latest conviction.
The court was told he has convictions for 53 offences overall, with 11 of a sexual nature.
His latest sentence is four years and two months, and he will be required to register as a sex offender for life.
Jagger expressed a desire to turn over a new leaf, with his solicitor indicating he has managed to stay out of trouble since 2018, but the court’s judgment highlighted the ongoing risk he posed due to his criminal history.
