Shaun Wheeler, a former law enforcement officer from Lincolnshire, who was stationed in Boston, has been found guilty and sentenced for serious misconduct involving the abuse of his police authority for sexual purposes. Wheeler, aged 56, engaged in an inappropriate and exploitative relationship with a woman he met after she reported being harassed by her ex-partner. The investigation uncovered that Wheeler sent her over 3,000 messages, establishing an intimate connection that crossed professional boundaries. During this period, he engaged in sexual encounters with her while still on duty, including visiting her residence to have sex during a police statement, an act that blatantly violated the standards of conduct expected from a police officer.Further details from the case reveal that Wheeler also sent explicit videos and photographs of himself to the woman, and their relationship persisted for several weeks, during which he continued to abuse his position of authority. The probe, conducted by the Independent Office for Police Conduct (IOPC), highlighted the egregious breach of trust and the misuse of his police role for personal sexual gratification. Wheeler, who resigned from the police force in 2019, was charged with misconduct in a public office and received a sentence of 20 months in prison.
In addition to his misconduct with the woman he met in Boston, evidence showed that Wheeler also sent sexually inappropriate messages to another woman he encountered while on duty. During his suspension from the force, he volunteered at a mental health support group for young adults, where he allegedly continued to send sexual messages, further demonstrating a pattern of abuse and misconduct.
The authorities condemned Wheeler’s actions, with the Deputy Chief Constable of Lincolnshire Police describing his conduct as an 'appalling abuse of power' that fundamentally contradicts the core principles of policing. The Deputy also stated that Wheeler's behavior was a disgrace to the police uniform and undermined public trust in law enforcement. The regional director of the IOPC characterized the case as one of the most serious instances of abuse of power for sexual gain involving a police officer, emphasizing the severity of the breach and the importance of accountability in policing.
