PAISLEY SEX OFFENDER BREACHING COURT ORDERS DESPITE MULTIPLE CONVICTIONS

Robert Dills, 58, a sex offender from Paisley, has been involved in multiple incidents involving breaching court orders and committing sexual offences.

In April 2016, he was placed on an interim Sexual Offences Prevention Order (SOPO) at Paisley Sheriff Court after being jailed for a year and placed on the Sex Offenders’ Register for 10 years for pleasuring himself in public.

Despite this, shortly after the order was imposed, Dills approached young women at Paisley’s Lonend Filling Station, staring at them and begging for money, in breach of his court restrictions.

CCTV footage captured his approach to the women—one aged 21 and the other 32—and their subsequent feelings of fear and unease.

Dills pleaded guilty to breaching the SOPO by approaching, following, and intimidating the women, claiming he misunderstood the restrictions, believing they only applied to prostitutes.

He also admitted to approaching a male motorcyclist, mistakenly thinking the bans applied to men as well.

Dills suffers from Parkinson’s Disease and is wheelchair-bound.

His defense argued his tremors caused his inappropriate behavior, but the court found him guilty of breaching the order and sentenced him to jail.

Earlier, in 2015, Dills was jailed for similar offences involving exposing himself publicly in Paisley, blaming Parkinson’s Disease for his actions, which the court scrutinized.

Furthermore, Dills was convicted for masturbating in public—blaming his Parkinson's— and received a 12-month jail sentence.

His behavior, including silent calls to a family and alleged stalking, led to further orders restricting his movements—specifically, a night-time curfew from 10 pm to 6 am—and marking him as a dangerous individual on the Sex Offenders’ Register.

Despite numerous convictions, the court and police continue to manage Dills under strict supervision, with efforts to prevent recidivism and protect the community.
