Rhys Jelly, who also uses the surname Williams in an attempt to hide his identity and hide his prior convictions from new partners, narrowly avoided jail time after engaging in inappropriate online communications.
The incident occurred in Abertillery and involved the 25-year-old man during the period from November 2018 to January 2019.
During this time, Jelly created a fake Facebook profile claiming to be an 18-year-old male.
He then reached out to a girl who was just 13 years old, targeting her through social media with malicious intent.
The messages only came to light after law enforcement confiscated the girl’s phone due to an unrelated bullying case.
Investigations confirmed that Jelly was aware of her underage status during their conversations.
Prosecutor Andrew Kendall told Cardiff Crown Court that Jelly asked her about her age, and although she claimed she was 14, she was actually only 13.
Despite this, Jelly persisted in the conversation, inquiring about her appearance, sending her photographs, and asking if she was single.
He even suggested meeting in a hot tub, indicating disturbing predatory behavior.
He further discusses her underwear and made offers of money, prompting her to ask what he wanted her to do.
Jelly then described a sexual act, showing clear illegal conduct.
Addressing him in court, Judge Catherine Richards condemned his actions, stating that he did not understand or care about her vulnerability and used her for personal gratification.
The judge emphasized that teenage girls should be free online without fear of predators like Jelly, especially considering he has a daughter himself.
Jelly admitted guilt to charges related to causing or inciting a girl under 16 to engage in sexual activity, specifically without penetration but while over 18.
Although the offences were serious, Jelly was sentenced to eight months imprisonment, suspended for two years, meaning he would not serve time unless he reoffended within that period.
Additionally, he was ordered to participate in the Horizon Programme—designed to prevent reoffending among sex offenders—and to undertake 36 days of rehabilitation and 100 hours of community service.
He must also register as a sex offender for a decade and adhere to a sexual harm prevention order for the same period.
The court also imposed a financial penalty, requiring Jelly to pay a surcharge of £140.
