A woman from Darwen has been handed a severe penalty after a tragic case of animal neglect resulted in the death of her pet dog.

Rachel Maxwell, aged 49, was found guilty of failing to care for her dog, Jasper, a Shih Tzu, which had suffered immensely before passing away.

The incident came to light when animal rescue officers responded to reports at her residence in Ellenshaw Close on April 24 of the previous year.

Upon arrival, the officers discovered Jasper in a deplorable state, so emaciated and unkempt that he was barely recognizable as a dog.

His fur was matted and covered in dirt, and the smell emanating from his body was foul and overpowering.

An examination by an RSPCA veterinarian revealed that Jasper’s death was likely caused by extreme weight loss, which may have been due to an underlying illness that hindered his ability to absorb nutrients, rather than outright starvation.

The post-mortem analysis showed that Jasper weighed only 3.4 kilograms, a stark contrast to what would be expected of a healthy dog of his breed.

His body condition score was a mere one out of nine, indicating severe malnutrition.

The veterinarian emphasized that earlier veterinary intervention could have potentially saved Jasper’s life and criticized Maxwell for neglecting her pet and failing to seek medical help.

During court proceedings, Maxwell claimed that her dog was in the care of her daughter and that she had returned to feed him.

However, the court found her explanations unconvincing and noted her lack of remorse when questioned by authorities.

Her attitude and the evidence presented painted a clear picture of neglect and disregard for her pet’s welfare.

Maxwell pleaded guilty to an offence under the Animal Welfare Act 2006.

The court sentenced her to a ten-year ban on owning animals, a 12-month community order, and 20 days of Rehabilitation Activity Requirements.

The judge highlighted the importance of responsible pet ownership and the need for owners to seek help from charities or support services when facing difficulties.

It was also revealed that Maxwell and her son had been temporarily housed in a hotel due to damage caused by fire and flooding at their residence.

Unfortunately, during this period, they were not provided with suitable accommodation for Jasper, which contributed to the neglect.

Inspector Will Lamping of the RSPCA stated that Jasper had been suffering for a prolonged period, and his death was a direct result of neglect.

He stressed that such cases underscore the critical importance of responsible pet care and seeking assistance when needed, to prevent needless suffering and loss of life.
