YOUNG MAN SENTENCED FOR STARVING HORSE IN MARKET HARBOROUGH

Pepper, who is employed in his family’s scrap metal business, Pepper’s Metal Recycling, was prosecuted by the RSPCA concerning the welfare of a 25-year-old bay gelding named William.

RSPCA Inspector Susan Haywood inspected the farm in Naseby, Northamptonshire in March 2024, accompanied by police, an independent vet, and an officer from World Horse Welfare.

She found the horse in a shocking condition, with ribs, hips, and spine bones clearly visible.

Veterinarians assessed his body condition score as only 0.5 out of 5, indicating severe emaciation.

The horse had no access to grazing, and the stale, trodden, and soiled hay on the ground further reflected neglect.

William was immediately seized by law enforcement and taken to a boarding facility for evaluation.

The vet concluded that he had endured significant suffering over an extended period, with the emaciation contributing to his subdued behavior, exhaustion, and depression, due to nutritional neglect.

In court, Pepper admitted to causing unnecessary suffering to William between February 28 and March 15, 2024, for failing to investigate and address the causes of the horse’s poor condition.

The court heard that Pepper faced some "personal difficulties" and was a young man who understood he had done wrong.

Despite spending a year in RSPCA care, William continued to suffer from chronic conditions such as arthritis and lameness, leading to the decision to put him to sleep to prevent further pain.

Inspector Haywood commented that William was in an emaciated state with minimal body fat and a subdued demeanor.

Sentencing included a 10-week custodial jail sentence suspended for 12 months, 15 days of rehabilitation, ordered costs of £750, and a victim surcharge of £154.

Moreover, Pepper was banned from keeping any animals for 10 years (until July 2035).
