IRISH TRAVELLER IN EBBW VALE SENTENCED FOR ANIMAL NEGLECT
Leroy Wall, an Irish Traveller residing in Ebbw Vale, Blaenau Gwent, was convicted in 2025 of causing unnecessary suffering to a young Patterdale terrier named Blackie by neglecting to seek veterinary treatment for his dog's eye injury. The incident came to light when RSPCA Animal Welfare Officer Shannon Guppy reported that on 19 September 2024, she observed Blackie with a "severely bulging eye." Leroy Wall claimed that Blackie had been attacked by another dog around three days prior, but admitted he knew the dog needed veterinary care and had failed to act.
As a result, Blackie was taken into possession by the police and underwent surgery to have the eye removed.
A veterinarian stated that Wall's failure to provide timely veterinary attention left Blackie suffering unnecessarily for several days, with no relief from pain.
The court sentenced Wall to a 12-month community order, including 40 hours of unpaid work and 10 days of rehabilitation.
He was also ordered to pay £1,000 in fines plus a £114 victim surcharge and was disqualified from keeping mammals for 12 months.
Despite Blackie's suffering and the severe injury, Wall only received a short banning order.
The case underscores the importance of timely veterinary care for animals and highlights the neglect involved in this incident.
