RUNCORN MAN CAUGHT FLASHING AND BREACHING SEX OFFENDER REGISTER
A PERVERT was caught flashing his genitals in a park with children playing.Lee Williams, of The Hayes, Runcorn, was caught however, with police discovering that he was also flouting his sex offender register requirements.
The 40-year-old, born on October 1, 1984, was subsequently charged with exposure and failing to comply with his sex offender notification requirements.
He pleaded guilty to the offence at a previous hearing, on the day of his trial, with the case relisted before Warrington Magistrates’ Court recently for sentencing.
Valeriya Tonkinson, prosecuting, explained how both offences were committed in Runcorn on September 19 last year.
Williams was caught in Town Hall Park, off Boston Avenue, intentionally exposing his genitals, intending that someone would see them and be caused alarm or distress.
When caught by police, they also discovered that he was breaching the terms of his sex offender register requirements, imposed following a previous sex offence.
He did so by failing, without reasonable excuse, to register a Monzo bank card and email address with Cheshire Police, as required by the court order.
Before sentencing, deputy district judge Mary Dowrick highlighted that the custody threshold had been crossed due to the serious nature of the offence.
She commented that the defendant has a flagrant disregard for court orders, with a record for similar offences, and noted that children were present when he committed the offence in a park.
However, following a Probation Service determination that he has a ‘realistic prospect of rehabilitation’, he was not sent to jail immediately.
Williams, of The Hayes in Runcorn, was sentenced to 20 weeks in prison, but this was suspended for the next two years.
He must also complete 26 days of the Building Choices programme and 35 rehabilitation activity requirement days.
In addition, magistrates imposed a 12-month mental health treatment requirement, focusing on his underlying mental health and social issues, and how these may link to his offending behaviour.
As well as signing the sex offender register for the next seven years, Williams was told he must pay court costs of £400 and a victim surcharge of £154, with an application approved for the funds to be deducted from his benefits.
