RUNCORN MAN GIVEN SECOND CHANCE AFTER FILMING WOMEN AND CHILDREN
A PERVERT who filmed a woman getting undressed through her bedroom window has been given a last chance to address his issues by a judge.
Warrington Crown Court heard last Friday how Lee Francis, aged 33, of St Austell Close, Brookvale, Runcorn, had also used a camcorder to film up women's skirts and capture couples engaging in sexual activity in Warrington town centre.
Over a 12-month period, Francis had collected footage of women in a town centre shopping centre and at night around the town, sometimes using a mirror to film up his victim’s skirts.
Prosecutor Peter Frost stated that Francis had been making these recordings for his own sexual gratification.
This was not his first offence; in 2001 he was found guilty of public order offences for filming up women’s skirts, and in 2004 he was placed on the sex offenders register after being caught filming a child in underwear in public.
His latest crimes were uncovered after police responded to reports of a man recording a couple engaging in sexual activity.
Initially, Francis denied responsibility but admitted to being in the area.
Police discovered a camcorder containing the footage when they searched his home.
Defence attorney Simon Berkson said that Francis had realized his wrongdoing and had positively assisted police.
Judge Nicholas Woodward sentenced him to a three-year supervision order, noting that prison might seem appropriate to the public but felt the supervision order was more suitable given his guilty plea to four counts of outraging public decency and a count of voyeurism.
The judge warned Francis that any breach of the order would result in imprisonment.
As well as the supervision order, Francis is banned from working with children for life and is subject to a sexual offence prevention order that prohibits him from having any operable recordable equipment in public, from having a mirror outside his home, and from accessing websites for children under 16.
