GMP FAILS TO MONITOR DANGEROUS SEX OFFENDER, LEADING TO HORRIFIC RAPE
A dangerous sex offender, Kofi Taylor from Salford, was not properly monitored by Greater Manchester Police due to a now discredited computer system.According to a serious case review, the police's computer system iOPS was responsible for deleting markers for sex offenders when it was activated in 2019, which hindered offender management.
During this period, offender managers assigned to oversee Taylor handled caseloads that greatly exceeded official guidance, with some managing up to 90 offenders, including high-risk individuals, without proper alerts or oversight.
Taylor subsequently committed a horrendous crime, raping a girl while on bail for another allegation of rape, which he was ultimately cleared of.
He forcefully entered her home in Trafford and repeatedly raped her, punching her several times during the ordeal, which lasted up to 90 minutes.
Despite the seriousness of his case, the review found that management failures, including delayed visits and system errors, contributed to the inability to prevent his attack.
GMP officials acknowledged their failures and apologized, stating that their Sex Offender Management Unit has since doubled in size and is working on implementing recommendations to prevent such tragedies from recurring.
Nonetheless, Taylor was sentenced to life in prison for his crimes.
The review highlighted that had proper monitoring been in place, the attack might have been identified or prevented, but there was no certainty that the assault could have been wholly avoided.
GMP expressed remorse and committed to improving their systems to improve public safety.
