75-YEAR-OLD DRUNK PENSIONER EXPOSES HIMSELF AND URINATES IN PUBLIC
A badly behaved pensioner was caught urinating in public twice, dropping his trousers in front of shocked children.Kevin Mitchell, 75, was also seen exposing himself at Cleckheaton Memorial Park.
His drunken antics occurred after he was handed a three-year Criminal Behaviour Order (CBO) that banned him from acting in an antisocial manner.
The court heard that Mitchell's solicitor explained his poor health sometimes causes involuntary urination.
Mitchell pleaded guilty to three charges: breaching his CBO, being drunk and disorderly in public, committing an indecent act by urinating in public, and using threatening behavior to cause fear of unlawful violence.
The incident at Bradford Road happened on May 23, where ambulance staff called police after reports of a male exposing himself while urinating.
Lisa Evans, prosecuting, said: “Police were approached by a member of the public who told them he was exposing himself and urinating in full view of the public.
He was intoxicated and slurring his speech.” Mitchell was asked to leave multiple times before being arrested.
The next day, he was found with a bottle of whisky, breaching his CBO's prohibition on public drinking and antisocial behavior.
On July 4, police responded again when Mitchell was seen drunk and staggering into traffic, raising fists at ambulance crews.
Ms Evans said: “He was walking in traffic, causing concern for his safety.
He was being aggressive, staggering, and slurring his speech.” Police took him back to his flat, where he was found urinating in the bin yard with his pants pulled down in full view of nearby children.
Neighbors had complained about his persistent antisocial conduct.
Mitchell had previously breached his CBO six times and appeared in court last April, where magistrates considered his repeated breaches.
His mitigation argued that his longstanding alcohol consumption and poor health, including bowel cancer and a colostomy, limited his control and caused these incidents.
He was fined £266 plus a £32 victim surcharge.
The magistrates noted his history but emphasized that incarceration would not serve a purpose, given his health and circumstances.
