JOSEPH BRIAN PARKIN SENTENCED IN LEEDS FOR BREACHES AND SEXUAL OFFENSES
Joseph Brian Parkin was given a suspended sentence last June after contacting 13 and 14-year-old girls and leaving them messages, which resulted in a breach of his sexual harm prevention order (SHPO).
However, at the time of sentencing, he was already communicating with two additional teenagers who had seen his message on a bus and reached out to him.
Leeds Crown Court was told that the 23-year-old met the girls on multiple occasions and made sexual comments towards them, then began following them.
One of the girls' older sisters confronted Parkin in the street as he followed the teens, prompting him to ride off on his bike.
Police were called, and Parkin refused to comment during an interview.
Parkin, of William Prince Grove, Belle Vue, eventually pleaded guilty to engaging in sexual communication with a child and two counts of breaching his SHPO.
It was revealed that he has nine previous convictions, including sexual assault of a girl under 13, causing a child to watch a sexual act, sexual communication with a child, sending indecent communications, and multiple breaches of his SHPO, which was issued in 2017.
During mitigation, Satpal Roth-Sharma stated that Parkin has Asperger's Syndrome and acknowledged his recent behavior.
She explained that he was placed into care at age 12 and has spent the last seven months in remand, reflecting on his life.
Roth-Sharma said, "His interest in teen girls is a result of feeling isolated and having never held down a proper adult relationship.
He accepts he made poor decisions linked to his Asperger's and his maturity.
He has thought long and hard about his behavior and is showing regret and remorse." Judge Andrew Stubbs QC addressed Parkin directly, saying: "I appreciate the difficulties you have had, I'm aware of your autism and your place on the spectrum.
You are dangerous because you can't stop yourself contacting young girls for sexual purposes.
I can't take the risk of allowing you your liberty." Parkin, who sat shaking his head while the judge spoke, was sentenced to three years in prison, consisting of 20 months for his latest offenses and an additional 16 months from the previously suspended sentence last year.
