MIDDLESBROUGH MAN JAMES ALLEN SENTENCED FOR BRUTAL MURDERS
James Allen is currently serving at least 37 years in prison following the brutal slayings of Colin Dunford, aged 81, in Middlesbrough, and Julie Davison, aged 50, in Whitby.An NHS England-commissioned investigation revealed that Allen, who was receiving treatment from the Tees, Esk and Wear Valleys NHS Foundation Trust, had notable risk factors and was considered vulnerable.
The report criticized the care he received, citing numerous missed opportunities and standards that were below expectations.
It identified multiple shortcomings in the healthcare response that could have led to a better understanding of his potential for reoffending.
Allen’s criminal history includes an eight-year sentence for causing grievous bodily harm.
The inquiry, conducted by Niche Patient Safety, aimed to extract lessons to prevent similar incidents.
Allen attacked and murdered Mr.
Dunford at his home in April 2012 while avoiding detection after being accused of a serious crime, and two days later killed Ms.
Davison.
His behavior was unpredictable, and the investigation described him as a serial offender who lacked the capacity or willingness to undergo rehabilitation.
The report refers to him as Mr.
F and emphasizes deficiencies in his risk assessment and care.
It also underscores that health services should have identified his vulnerability and the risk of reoffending but failed to do so, as his victims were not foreseeable.
These cases raise concerns relating to mental health service adequacy and public safety measures.
