HARRIS PROCTOR SENTENCED IN CHELMSFORD FOR SEXUAL OFFENCES AGAINST 11-YEAR-OLD GIRL
In April 2022, a significant case involving a convicted sex offender from Chelmsford culminated in a lengthy prison sentence, bringing some measure of justice to a young victim and her family.Harris Proctor, aged 21, was formally sentenced to ten years in prison, with an additional four years on licence, after pleading guilty to multiple serious charges at Chelmsford Crown Court on April 12.
Proctor, who is registered as a sex offender, had engaged in inappropriate and sexual conversations with an 11-year-old girl, including discussions about performing sexual acts.
The disturbing nature of his contact with the young girl was uncovered during his arrest in November 2019.
During the police search of his residence, officers discovered indecent images stored on his laptop, further implicating him in child exploitation.
The case was not Proctor’s first encounter with the law concerning child sexual offences.
He had previously been convicted for engaging in sexual conversations with two underage girls online and was found in possession of indecent images of children.
Despite this prior conviction and the imposition of a Sexual Harm Prevention Order, investigations revealed that Proctor had continued to contact young girls after his initial conviction, breaching the restrictions set by the order.
Proctor, who resides on Townfield Street in Chelmsford, faced multiple charges including inciting child sexual activity, two counts of making indecent images of a child, ten counts of breaching a Sexual Harm Prevention Order, and failing to comply with notification requirements under the Sexual Offenders’ Register.
He admitted to the charges, and his guilty plea was accepted by the court.
On the day of sentencing, the court handed down a ten-year prison term, with an additional four years on licence, reflecting the severity of his offences.
The judge emphasized the danger posed by Proctor and the impact of his actions on his young victim.
Following the sentencing, the mother of the 11-year-old girl expressed her relief and concern.
She stated, “This crime really has affected my daughter and our family.
The impact it has had on her personally and socially has been very difficult to see.
I can only hope she starts to recover now she knows he is in prison and she is safe.” She also issued a plea to other parents and children, urging vigilance and encouraging them to report any suspicious activity to the police.
“If we do not make the police aware of these individuals out there targeting our young children, then they will not be apprehended and will continue to harm more children,” she added.
An investigating officer described Proctor as a dangerous individual who exploited young girls for his own sexual gratification.
The officer highlighted the profound effect on the victim, noting that the girl, just 11 years old, has lost confidence, required counselling, and now fears attending school or being in groups due to feelings of unsafety.
The case underscores the ongoing threat posed by individuals like Proctor and the importance of vigilance in protecting vulnerable children from exploitation.
