DEAN DANDO AND CERI PARKER FROM ELY SENTENCED FOR CRUELTY TO DOG WITH HORRIFIC FACIAL INJURIES

In a disturbing case that has shocked the community of Ely, a couple identified as Dean Wayne Dando and Ceri Ann Parker faced justice after neglecting their dog, Elsa, who suffered severe facial injuries that went untreated for an extended period. The incident came to light when authorities intervened following concerns about the animal's welfare, revealing a heartbreaking story of neglect and suffering.

According to court proceedings, Dando and Parker, residents of 63 Highbury Road, Ely, failed to seek veterinary assistance for Elsa after she sustained injuries from an attack by another dog. The injuries were visibly severe, with swelling and open wounds covering the left side of Elsa’s face. Despite the obvious pain and deterioration, the couple admitted to the RSPCA that they could not afford veterinary care. Parker explained to RSPCA deputy chief inspector Gemma Black that they had been attempting to care for Elsa’s wounds by bathing them, but her condition continued to worsen. Although Elsa was still eating and drinking, her health was rapidly declining, and she was becoming noticeably thinner.

Inspector Black described the scene she encountered when she arrived at the couple’s home. Elsa was found lying on their sofa, with a face swollen and covered in pus and wounds. The inspector recounted, “I immediately saw a horrific injury on the eye and face on a bull-cross type dog that was lying on their sofa. The entire left side of Elsa’s face was swollen with wounds and pus surrounding it. Her left eye was not visible, instead there was fleshy inner eyelid exposed and swollen where the eyeball should be.”

Black further detailed Elsa’s condition, stating, “The wound was one of the worst I had seen on an animal. Elsa was thin with her ribs and hip bones prominent, and there was a strong smell of infection in the air. Bloody staining was also present on her legs.” The inspector expressed serious concern for Elsa’s welfare and insisted on immediate veterinary treatment. Both Dando and Parker agreed to sign Elsa over to the RSPCA for urgent care.

Following her transfer, a comprehensive veterinary examination confirmed the severity of Elsa’s suffering. The vet found her to weigh only 11.6 kilograms, with a body condition score of just two out of five, indicating significant malnutrition. The examination revealed multiple masses across her body, including a scabbed wound on her stomach. The inside of her mouth was in a deplorable state, with rotten teeth and exposed roots, highlighting the extent of her neglect.

The veterinarian concluded that Elsa’s suffering was unnecessary and recommended that she be euthanized on welfare grounds to prevent further pain. The case underscored the tragic consequences of neglect and the importance of animal welfare enforcement.

In sentencing, Dando received a 12-week prison sentence, suspended for 12 months, along with a 10-day rehabilitation activity requirement and a fine of £250. Parker was sentenced to 10 weeks’ imprisonment, also suspended for 12 months, with a similar 10-day RAR requirement and a £100 fine. Both individuals were disqualified from owning any animals for a period of two years, with the disqualification set to expire in May 2024. This case serves as a stark reminder of the responsibilities pet owners have and the consequences of neglecting those duties.
