HORRIFIC CRIME: DAVID CHARLES OF HORNCHURCH SENTENCED FOR CHILD PORNOGRAPHY OFFENSES
In a case that has shocked the community of Hornchurch, David Charles, a local councillor representing the St Andrew’s ward, was handed down a significant legal sentence following his guilty plea to multiple charges involving the possession of indecent images of children.The proceedings took place in April 2009, revealing disturbing details about the case that has garnered widespread attention and condemnation.
David Charles, who was elected as a Conservative councillor in 2006, found himself at the center of a criminal investigation that ultimately led to his arrest at his home in Hornchurch.
The arrest was carried out by officers from the Havering child abuse investigation team in June 2006.
Following his arrest, Charles resigned from the Conservative group but continued to serve as an independent councillor.
The charges against him included 16 counts of possessing pornographic images depicting minors, a serious offense that has profound implications for community safety and trust.
For nearly two and a half years, David Charles maintained his innocence, denying the charges and refusing to change his plea.
However, in a significant turn of events, he recently decided to admit guilt, leading to the sentencing.
The court sentenced him to six months in prison, suspended for a period of time, meaning he will not serve time unless he commits another offense during the suspension period.
Additionally, Charles was ordered to pay court costs amounting to £500 and was mandated to remain on the sex offenders register for the next seven years, a measure designed to monitor and restrict his activities during that time.
Reactions from local officials have been strongly condemnatory.
Cllr Clarence Barrett, leader of the Residents’ Group, expressed his disapproval, stating, “This matter has dragged on for nearly three years and Mr Charles has denied the charges for most of that time.
I t is an absolute disgrace that he then did not resign when he recently changed his plea to guilty.
These odious and revolting offences are simply not acceptable in our society, and to have an elected representative guilty of such charges is reprehensible.” Given that the sentence exceeded three months, whether suspended or not, there is a likelihood that David Charles will face disqualification from holding public office.
The community of St Andrew’s now has the opportunity to move forward, with the hope of electing a new representative who can restore trust and integrity to their local government.
The case remains a stark reminder of the importance of vigilance and accountability among public officials, especially in matters involving the safety and well-being of children.
