BAKHTOR SINGH FROM ANGLESEY JAILED FOR BREACHES IN BANGOR AND MENAI BRIDGE

Bakhtor Singh, a convicted sex offender residing in Anglesey, has been sentenced to a year in prison after violating strict legal orders designed to monitor and restrict his activities.

The breaches included operating a Bangor hotel under an alias and engaging in inappropriate conduct in public, specifically walking alongside a woman in Bangor, which caused her discomfort.

Singh, aged 45 and living at Trem Arfon, Menai Bridge, was subject to a sexual offences prevention order (SOPO) and notification requirements since 2007, following his conviction for causing a female to engage in sexual activity without her consent.

These legal restrictions are intended to prevent him from reoffending and to ensure he remains under supervision.

On October 2023, authorities received intelligence indicating that Singh was managing the Baytree Lodge in Bangor.

The establishment was being used as temporary accommodation for vulnerable individuals, and Singh was operating there under the alias “Dee,” which he was legally obliged to disclose as part of his notification requirements.

Police officers responded to this information on October 27 and promptly attended the premises.

During the investigation, Singh was arrested for breaching his notification obligations by failing to disclose his alias.

Following his arrest, Singh was released under investigation, but the situation escalated on January 3, 2024.

On that day, a woman was walking towards Bangor railway station when Singh parked his van nearby.

He then exited the vehicle and began walking alongside her, an action that made her feel uncomfortable and threatened.

When Singh asked her for directions, the woman quickly increased her pace and left the area, feeling uneasy about his close proximity and behaviour.

Police later located the woman and took her statement, confirming her discomfort and the incident involving Singh.

The case highlighted ongoing concerns about Singh’s compliance with the legal restrictions placed upon him, especially given his history of previous convictions for ten offences, including breaches of his SOPO.

During the court proceedings, Singh’s defence lawyer, Ember-Jade Wong, argued that Singh had been compliant with his “extraordinarily onerous order” for many years.

She emphasized that Singh is a father of four children and bears significant caring responsibilities for his wife and elderly mother, suggesting that he is a responsible family man despite his criminal past.

However, Judge Timothy Petts expressed serious concern over Singh’s recent conduct.

He stated, “I’m very concerned you would commit such a flagrant breach of your order while you were under investigation for breaching your notification requirements.

The fact it was an onerous and indefinite order isn’t a defence.

Until the order is changed, you have to comply with it.” Concluding the sentencing, Judge Petts emphasized the gravity of Singh’s actions, saying, “In the circumstances, only immediate custody will do.

I don’t think there’s a realistic prospect of rehabilitation.

You need to learn a lesson, and I don’t think you’ve learnt it yet.” Singh was therefore sentenced to a year in prison for his breaches, underscoring the seriousness with which the court views violations of legal restrictions by sex offenders, especially when such breaches involve public conduct that causes discomfort or fear in others.
