    In August 2010, authorities faced a significant challenge in monitoring William Knowles, a convicted sex offender with a long and troubling history of abusing children. The Greater Manchester Police revealed that their efforts to keep him under surveillance proved to be prohibitively expensive, costing taxpayers approximately £200,000 over the course of just one month. This financial strain forced law enforcement to drastically reduce their monitoring activities, raising concerns about public safety and the potential risk Knowles still posed.

    William Knowles, aged 49 at the time, has an extensive record spanning over three decades of offenses against minors. His residence near three schools and a park in the Greater Manchester area heightened fears among local residents and authorities alike. Senior police sources expressed their frustration, stating that the high costs associated with continuous surveillance made it unsustainable. They emphasized that the decision to scale back monitoring was driven by the reality that such operations were draining resources and that the danger Knowles represented was still very real.

    One police official questioned the justice system's handling of Knowles, asking, “Why was he allowed out in the first place? If he’s so dangerous, wouldn’t it be better to keep him in prison?” The concern was that his release into the community might lead to further harm.

    Knowles had been released from a Merseyside jail on June 29 after serving time for breaching the terms of his license. Currently, he resides at a bail hostel within the Greater Manchester area. Authorities classify him as a “high-risk” offender, and he is subject to a lifetime Sex Offenders Protection Order. This order prohibits him from consuming alcohol and having any contact with children under the age of 17. To ensure compliance, he is breathalyzed three times daily and is under an 11 pm to 9 am curfew at the hostel.

    Born in Northern Ireland, Knowles has a disturbing history of targeting vulnerable mothers to gain access to their children. His criminal record includes offenses against children aged from 18 months to nine years old. He has also managed to abscond from bail hostels on three separate occasions, further complicating efforts to monitor and control his movements.

    In a statement, a Greater Manchester Police spokesman reaffirmed their commitment to managing sex offenders responsibly, saying, “We take our responsibilities to manage sex offenders very seriously.”

    Earlier, in May 2006, Knowles was involved in a high-profile incident in Manchester city centre. He was arrested after a large police operation following a report that he had gone missing from a bail hostel in Bury. The authorities had issued a warning about his dangerous history, which includes being a registered sex offender with a record of multiple convictions.

    William Anthony Knowles, aged 44 at the time, was on license after being released early in December from a six-year sentence for kidnapping an eight-year-old girl and a seven-year-old boy in Liverpool, as well as committing a sex attack on an 18-month-old boy. His criminal history is extensive, with convictions for abducting children and indecency offenses. Despite repeated warnings from parents and the community about his potential to re-offend, he was released multiple times, raising questions about the effectiveness of the justice system in protecting the public.

    His past convictions include seven separate charges of indecency against children. In 1997, he served 18 months in prison for gross indecency against a young child in Scarborough, North Yorkshire. After his release in 1998, he was arrested and convicted of attempting to abduct a seven-year-old boy in Redditch, Worcestershire. He received a four-year sentence for that offense, with his lawyer describing his life as “sad and disjointed.”

    Following his release in 2001, Knowles went missing from a bail hostel in Wakefield, West Yorkshire, and was later found in Liverpool. His history of absconding and re-offending underscores the ongoing threat he poses to the community in various parts of the country, including Bury, Redditch, and Scarborough.
