TWICE JAILED RAPIST BREAKS LAW AGAIN IN BIRMINGHAM
Pervert Vincent Evans has twice been released early from prison despite a sickening catalogue of rape, attempted rape, and violent sexual assault.He was jailed for life in 1984 after carrying out a three-month campaign of terror in Newport, during which he attacked three women.
His first victim was a 27-year-old married woman, whom he raped at knifepoint in her own home before stealing cash.
Nineteen days later, he attempted to rape a 21-year-old single woman in her house and again made off with money.
The third victim was a 26-year-old housewife who was forced upstairs, tied up, and indecently assaulted while her young child screamed downstairs.
His sentence was later reduced to 14 years upon appeal, and he served only nine and a half years.
After his release, Evans fled to the Midlands, initially living in Worcestershire, then moving to Birmingham and working as a welder.
He married and had three children.
In 1998, he claimed a fourth victim, a 57-year-old woman in Birmingham, whom he attacked on a canal towpath and stole from.
He was sentenced to nine years but was released early in April 2004.
Most recently, he was jailed for three months in March 2006 for failing to live at an appointed address and was spotted back on the canal towpaths.
Now, Evans is free again, sparking condemnation of the justice system.
Many believe he should never have been released and advocate for life imprisonment for violent rapists.
