TYLER CHARTER FROM CROYDON INVOLVED IN HORRIFIC CHILD EXPLOITATION CASE

A Metropolitan Police officer has publicly shared details about her involvement in a disturbing investigation into child exploitation carried out by a repeat sex offender.

The suspect, Tyler Charter, who resides at Windsor House in Croydon, is scheduled to face sentencing today at Croydon Crown Court for charges related to arranging or facilitating a child sex offence, as well as possession of images depicting children.

Detective Constable Nikki Jones was the lead investigator in this case, which was initiated following intelligence received from the National Crime Agency (NCA).

The intelligence identified Charter as a significant suspect involved in grooming young children, with the investigation beginning in June 2022.

Charter, aged 35, had previously been sentenced to seven years in prison in July 2018 for similar offences but was released on parole in May 2022, raising concerns about his potential to reoffend.

DC Jones explained that the police were alerted to Charter through intelligence indicating he was a registered sex offender who was actively discussing sexual offences and sharing illicit videos with like-minded individuals via his Telegram account.

Telegram, a messaging platform accessible across multiple devices, was used by Charter to communicate with others involved in similar criminal activities.

In September 2022, officers executed a warrant at Charter’s Croydon residence.

During the arrest, he attempted to destroy evidence on his electronic devices, but officers intervened and confiscated them.

DC Jones recounted that Charter resisted arrest and was restrained by officers.

During subsequent interviews, he became aggressive and refused to answer questions, replying with “no comment” to all inquiries.

Analysis of Charter’s phone revealed a disturbing array of conversations with other Telegram users, in which he expressed a desire to commit heinous acts, including the rape of minors in South London.

The investigation uncovered a staggering total of 4,233 images and videos of children on his devices, many of which were classified as Category A, involving penetrative sexual activity.

These images included young boys and infants, highlighting the severity of the material found.

Further conversations detailed plans to abuse young children, some as young as three years old, and included discussions about arranging assaults on underage victims.

DC Jones emphasized the danger posed by Charter, describing him as a “very dangerous man” and underscoring the importance of law enforcement efforts to prevent predators like him from targeting vulnerable children.

Charter was convicted at Croydon Magistrates Court on February 29, 2024.

The case was prosecuted as part of the Metropolitan Police’s online child exploitation and specialist crime team, which is supported by approximately 70 staff members managing around 400 investigations simultaneously.

Detective Inspector Peter Harvey, who oversees the team, highlighted the proactive measures taken by the force, including responding swiftly to intelligence and victim reports, as well as engaging with schools to educate teachers, parents, and children about warning signs of exploitation.

Inspector Harvey stressed the importance of open communication with children, encouraging parents and guardians to discuss concerns and report any suspicious behavior to the police.

He also outlined the challenges faced by the force, referencing a February report by His Majesty’s Inspectorate of Constabulary (HMIC).

The report reviewed 244 investigations into child exploitation conducted by the Met, revealing that 121 cases were rated as inadequate, 80 as needing improvement, and only 43 as good.

The HMIC emphasized that the Met must address these shortcomings before it can exit the special measures imposed in June 2022.

Since the publication of the report, the Metropolitan Police has increased resources dedicated to tackling child exploitation and is actively retraining officers to improve their understanding and response to such crimes, aiming to better protect vulnerable children from predators like Tyler Charter.
