LIVERPOOL PAEDOPHILE STEVEN ALLEN BREACHES SEXUAL HARM PREVENTION ORDER IN SWANSEA

In September 2021, Steven Allen, a man with a troubling history linked to child protection orders, was found to have violated the terms of his sexual harm prevention order by accessing social media platforms. The order, which was issued against him at Swansea Crown Court on October 11, 2018, for a duration of ten years, was designed to restrict his online activities and prevent any contact or engagement with social networking sites or web chat services.

Despite these restrictions, police officers attending Quay House Hostel at the Strand in Swansea city centre on August 17 discovered that Allen, who was residing there at the time, had installed Facebook and Facebook Messenger applications on his mobile device. These applications were found under his name, directly contravening the specific prohibition embedded within his court order. The order explicitly forbade him from using, accessing, or creating accounts on any social media or web chat platforms.

Allen, who is 43 years old and originally from the Liverpool area, initially claimed that his offender manager had authorized his use of Facebook. However, swift investigations and inquiries by the authorities revealed this to be a blatant falsehood, which Judge Huw Rees described as a “bare-faced lie.”

Following the discovery, Allen was interviewed by police on August 29. During the interview, he admitted to breaching the terms of his order, acknowledging that he had violated the restrictions imposed upon him.

He was subsequently brought before Swansea Crown Court for sentencing, having previously pleaded guilty to breaching his sexual harm prevention order. It was revealed during the proceedings that this was his 11th breach of such orders, highlighting a pattern of persistent non-compliance.

Judge Rees addressed Allen directly during sentencing, stating: “You are an entrenched paedophile. On the basis of your antecedents, it’s only a matter of time in my judgment before you would offend again. It may well be that you have not committed any offences online on this occasion, but this is your 11th breach of such orders as well as breaching notification requirements. You are in flagrant breach of this order and you are a persistent offender in terms of breaching these orders.”

The judge emphasized the importance of protecting children, especially young boys, from Allen’s unhealthy interests. He warned that Allen should understand that his sentences, which have previously increased for breaches, would continue to do so if he persisted in offending.

Judge Rees concluded by stating: “You pose a very high risk of harm to children. This breach was deliberate, and the consequences could have been of the most seriousness.”

As a result of his actions, Steven Allen was sentenced to 46 months in prison. Additionally, a deprivation order was issued concerning his mobile phone, further restricting his access to potentially harmful devices and content.
