SHUAN BALLINGER OF NEWPORT CONVICTED OF CHILD INDECENT IMAGES CASE IN CARDIFF

In a case that has sent shockwaves through the Newport community, Shaun Ballinger, a 48-year-old former police officer, was convicted of possessing indecent images of children in Cardiff.

The incident unfolded over the course of several months, culminating in a court hearing that revealed disturbing details about the extent of his offenses.

Ballinger, who resided at Glassworks Cottages in Newport, was found to have downloaded and stored a significant number of illicit images on his personal computer.

The police investigation uncovered 36 indecent images, including nine of the most serious Category A, 16 Category B, and 11 Category C images.

These images depicted young girls aged between six and twelve years old, with some of poor quality but nonetheless disturbing in nature.

The police executed a search at Ballinger’s residence on June 28, 2016, during which they discovered the illicit material on an Acer laptop.

The investigation revealed that the images included videos and photographs of young girls, and further analysis showed that Ballinger had used file cleaning software multiple times to erase evidence from his device.

Initially, Ballinger denied any involvement, claiming he was unsure if others had access to his internet connection.

However, subsequent police interviews confirmed that the images were indeed his, and he admitted to having a 'morbid interest' that he claimed developed through his work as a detective.

During the court proceedings, Ballinger explained that he had been exposed to such images at work, which led to his developing an unhealthy fascination.

He stated, “I was exposed to images at work and developed a morbid interest.” Despite his claims of moving on from this interest, he acknowledged his actions and expressed remorse, saying, “I am thoroughly ashamed” and that he had been trying to save his marriage.

Representing himself, he told the court that he had only a short-lived interest and that there had been no further downloads of such images.

Nevertheless, the court found his explanations insufficient, and the case was transferred to Cardiff Crown Court for sentencing.

Judge Geraint Walters, in his ruling last month, imposed a three-year community order on Ballinger, which includes requirements to attend a sexual offender’s treatment program.

The judge emphasized the seriousness of the offense and the potential harm to children, underscoring the importance of protecting minors from exploitation.

In a related statement, Gwent’s Police and Crime Commissioner, Jeff Cuthbert, clarified that despite the conviction, Ballinger would not lose his police pension.

Under regulation K5 of the Police Pensions Regulations Act, the power to forfeit pensions lies with the PCC, but Cuthbert explained that the case did not meet the necessary criteria for pension forfeiture.

He stated, “I have read all the relevant material relating to this case, including the transcript of the Judge’s sentencing remarks.

I have also taken advice from our legal team.

Based on the criteria stipulated in the legislation regarding the forfeiture of police pensions and the sentencing remarks of the Judge, I conclude that there are no grounds for me to forfeit the pension of Shaun Ballinger.” Gwent Police have reiterated their commitment to tackling child exploitation and safeguarding children.

Cuthbert highlighted ongoing efforts to utilize advanced technology to identify and apprehend individuals involved in online child abuse.

He stressed that all reports of child sexual exploitation are taken seriously and thoroughly investigated, with a focus on preventing such crimes and protecting vulnerable minors.

The case of Shaun Ballinger serves as a stark reminder of the importance of vigilance and the need for continuous efforts to combat online child exploitation in Newport and beyond.
