OFFENDER WITH MENTAL HEALTH ISSUES SENTENCED FOR MULTIPLE PUBLIC EXPOSURE OFFENCES
Scott Bailey, aged 44, has been linked to multiple incidents of indecent exposure.These include an incident at 2am on March 18 in Sutton, where he performed a sexual act outside a ground-floor bedroom window of a woman.
Two days later, at approximately 6.10am on March 20, he exposed himself to a jogger on St James Road.
A mother who witnessed Bailey’s act in broad daylight shared a photograph of him to alert others.
His initial arrest occurred on January 8, 2023, after a neighbor identified him via doorbell footage.
He was subsequently detained on February 22 following his arrest.
Bailey initially denied the allegations and was released on bail on March 16.
However, he committed another offence shortly after, on March 18.
He was re-arrested on March 23 and remanded into custody.
Bailey pleaded guilty to one count of outraging public decency and three counts of exposure.
His defence cited mental health conditions, such as paranoid schizophrenia and psychosis, noting he was recently released from mental health detention in December 2022.
Judge Peter Gower KC considered the 22 months he spent in custody as serving his sentence.
He was sentenced to a two-year community order, stressing the importance of safeguarding women and girls from his actions, which caused considerable trauma and fear among victims.
