    RICHARD OWEN'S SHOCKING CRIMES IN LONGDON AND RUGELEY: STAFFORDSHIRE'S DARK PAST REVEALED

    In December 2001, a significant legal case brought to light the disturbing history of Richard Owen, a man whose actions have left a lasting scar on the community of Staffordshire, particularly in Longdon and Rugeley. A woman from Newcastle-under-Lyme, known publicly as Brenda, was awarded £60,000 in damages after a lengthy legal process that acknowledged the psychological trauma she endured as a child in a care home.

    Brenda, who was only 13 years old at the time, recounted her harrowing experiences at Longdon Hall School, located in Staffordshire. She revealed that her suffering began over two decades earlier, during her placement at the facility. The settlement was reached out of court, with half of the compensation paid by Staffordshire County Council's insurers and the other half by the insurers of the school. Despite this financial resolution, both Staffordshire County Council and Honormead Ltd, the private company responsible for her care, have refused to admit liability for her claims.

    Mrs. Moult, the woman involved, expressed her dissatisfaction with the settlement, stating that the amount was insufficient to compensate for her suffering. In an interview with BBC Midlands Today, she voiced her frustration, saying, “I wanted justice and I have not been given justice. I haven’t been given the opportunity to stand in a court and say what I feel and try to get justice properly.”

    Her allegations include being indecently assaulted by Richard Owen, who was the head of care at Longdon Hall School at the time. Owen’s criminal record as a convicted paedophile added a disturbing layer to the case. Brenda also claimed that she was later subjected to sadistic abuse by a Staffordshire County Council worker, although these claims have not been substantiated or supported by evidence.

    Legal teams had to sift through approximately 3,000 documents, including reports, complaints, and protests made by Mrs. Moult, to build her case. She stated, “They knew what happened. They knew, but didn’t care,” highlighting her belief that authorities were aware of the abuse but failed to intervene.

    In a statement, a director of Honormead Ltd emphasized that employing a convicted paedophile like Owen would not happen today, citing increased precautions and legal rights that now govern employment practices. The company acknowledged that at the time of Owen’s employment, such safeguards were not in place.

    Owen’s criminal history is extensive. In July 1998, he was sentenced to four years in prison for sex abuse involving teenage girls at Longdon Hall Special School near Lichfield. Although he was acquitted of four rape charges, he was found guilty of three indecent assaults and one serious sexual offence committed between 1976 and 1980. Owen, then 62 and residing on Shaw Avenue in Kidderminster, Worcs, denied all allegations but was convicted after a jury at Stafford Crown Court found sufficient evidence against him.

    Judge Mr. Justice Latham condemned Owen’s actions, stating, “You obviously had an ability to engage the trust and affection of young people in a way which was positive but unfortunately you were unable to resist the love which those trusting young gave to you. You abused their affection and trust.” The judge sentenced Owen to consecutive one-year terms for each offence, with eligibility for parole after two years. Owen was also ordered to register under the Sexual Offenders Act and report to police wherever he resided.

    Prosecutor Mr. Roger Smith QC detailed Owen’s grooming behavior, revealing that he selected girls from dormitories and committed offences in music or relaxation rooms, often with “do-not-disturb” notices on the doors. The victims, many of whom had experienced abuse in their own homes or foster care, were reluctant to report the abuse, fearing disbelief or retaliation. One girl reportedly preferred the abuse at the school over returning to her original home.

    Owen’s criminal history predates his employment at Longdon Hall. In 1967, he was convicted at Surrey Quarter Sessions of unlawful sexual intercourse with a 14-year-old girl and placed on probation for two years. His defense argued that he had lived a “blameless life” for 19 years and had cared for many young people, claiming that he had the capacity for redemption. However, the court emphasized that punishment was necessary.

    Following the trial, Mr. David Hill, staff development officer of Honormead Schools Ltd, expressed regret that Owen’s past convictions were not known earlier. He stated that since 1986, the company has required all employees working directly with children to undergo police background checks, but prior to that, no statutory regulations mandated such thorough screening.

    Detective Chief Inspector John Bailey, who led the investigation, commented on Owen’s manipulative nature, noting that Owen used his charm to secure employment within the Honormead group. Bailey praised the bravery of the victims’ families for coming forward, which enabled authorities to uncover the extent of Owen’s systematic abuse. The case has cast a long shadow over Staffordshire’s care institutions, revealing a dark chapter in the region’s history of child protection failures.
