RICHARD CHILVERS SHOCKS BELFAST WITH CHILD ABUSE FILMS REVELATION

In a case that has sent shockwaves through the community of Belfast, Richard Chilvers, a former police officer, was sentenced to prison after being found in possession of nearly 1,000 child abuse videos.

The disturbing discovery was made following his arrest in June of the previous year, when authorities uncovered a substantial collection of illicit material stored on an external hard drive.

At Downpatrick Crown Court, Judge David Smyth QC addressed Chilvers, who is 34 years old, emphasizing that despite the defendant’s expressions of remorse and shame, the severity of the crime necessitated a firm response.

The judge explained that the ongoing market and trade in such heinous images must be confronted decisively to protect the public interest.

Nevertheless, considering Chilvers’ guilty plea and the mitigating circumstances presented during the trial, Judge Smyth opted to reduce the original two-year sentence to a total of 17 months.

This sentence was to be served as five months in custody, followed by 12 months on supervised, licensed parole.

Chilvers, whose address was listed as Tennant Street PSNI Station in Belfast, faced 22 charges related to the possession, downloading, and distribution of child abuse images.

The charges included 16 counts of downloading the material, four counts of possession, and two counts of distributing two specific images.

The evidence against him was primarily found on an external hard drive, which was recovered during police investigations.

Judge Smyth noted that Chilvers was not considered a threat to the public or children at large.

He highlighted that the defendant’s cooperation with authorities—particularly his immediate acknowledgment of the reasons for police presence and his admission of guilt—indicated a guilty conscience.

The judge also pointed out that if Chilvers had not disclosed the existence of the external hard drive, he might have evaded detection altogether, which further underscored his remorse.

Prosecutor David McDowell recounted that when police arrived at Chilvers’ Belfast home, the former officer was quick to accept responsibility, reportedly telling officers, “My life is over.

I can’t handle this.” The investigation revealed that the majority of the images were in the form of videos, with analysis of a sample of 36 files showing that 25 belonged to the more serious, higher category four.

The remaining files were classified into categories two and three, indicating varying degrees of severity.

McDowell also revealed that Chilvers, himself a victim of sexual abuse in the past, made full and frank admissions during questioning.

He expressed that uncovering his involvement in such crimes had, in a strange way, lifted a weight from his shoulders.

The prosecution noted that there was no evidence of any inappropriate behavior during Chilvers’ time coaching an under-12 basketball team, nor had any complaints been made against him in that capacity.

Defence solicitor Denis Maloney of Donnelly and Wall solicitors emphasized the importance of recognizing that every image involved a child victim.

He acknowledged that Chilvers was fully aware of the wrongfulness of his actions—legally, morally, and ethically—and stressed that he posed no ongoing danger to children.

Maloney highlighted Chilvers’ service to the community as a police officer and basketball coach, and the fact that he had lost everything—his reputation, career, and social standing—due to these allegations.

Maloney also shared that Chilvers was cared for by his sister after the death of their parents.

Unbeknownst to her until this case, her late husband had been abusing Chilvers from the age of 12, which contributed to his questioning of his own sexuality and ultimately led to these offenses.

The defendant had anticipated police intervention for some time, and when officers arrived, he cooperated fully, providing detailed admissions that were crucial to the case.

Finally, a detective involved in the investigation stated that Chilvers’ cooperation saved the authorities significant resources, as it prevented the need for extensive and costly specialist work on his computer hard drives.

The case has left a lasting impact on the Belfast community, raising questions about trust, morality, and the devastating effects of past abuse.
