PHILLIP DAVIES FROM WREXHAM JAILED FOR BREACHING SEX OFFENDER ORDER IN CAERGWRLE AND MOULD
A convicted sex offender, Phillip Davies, has been sentenced to prison after he was found to have violated a court-imposed order just two months following its issuance.The incident took place in the town of Caergwrle, near Wrexham, where Davies resides on Hawarden Road.
His appearance at Mold Crown Court on Thursday marked a significant development in his ongoing legal case.
Davies, aged 55, had previously been convicted of serious sexual offences involving young children.
As part of his punishment, he was subjected to a 10-year Sexual Harm Prevention Order (SHPO) in February 2024.
This order was issued after he was found guilty of attempting to induce a child to engage in sexual acts and attempting to communicate sexually with a minor.
The court's intention was to restrict his access to potential victims and monitor his online activity closely.
To enforce this, law enforcement authorities installed specialized monitoring software on Davies' mobile device.
This software was designed to track and record any static or moving images, words, phrases, and keyboard inputs on his phone.
It also sent regular signals to a remote server every hour to confirm that the software was active and functioning properly.
The purpose of this technology was to prevent any further attempts by Davies to contact or exploit minors.
However, in April 2024, during a routine review of the data collected from Davies' phone, officers discovered something concerning.
They noticed that Davies was receiving notifications from dating sites, despite there being no evidence of such activity in his internet browsing history.
When questioned about these notifications, Davies claimed that the monitoring software had ceased functioning and that he had to manually reactivate it.
Further investigations revealed that Davies had, in fact, deliberately disabled the software himself, contradicting his initial explanation.
Richard Edwards, prosecuting, emphasized that Davies' actions constituted a persistent breach of the court order.
The defendant's behavior was viewed as a clear violation of the restrictions placed upon him, especially given the serious nature of his original offences.
In his defense, Dafydd Roberts argued that the case was unusual and difficult to mitigate.
He maintained that Davies denied intentionally disabling the monitoring software, asserting that it still switched itself off automatically.
Roberts also highlighted that, despite these breaches, Davies had shown a high level of compliance with other community requirements associated with his suspended sentence order.
Nonetheless, he acknowledged that Davies was in breach of that order and suggested that more work could be done to help him reintegrate into the community, possibly under closer supervision.
Judge Niclas Parry addressed Davies directly, stating,
