PAUL PHILLIPS FROM BARNSTAPLE AND LONDON CAUGHT IN SHOCKING CHILD SEX OFFENDER STING
In a disturbing case that has shocked communities across Barnstaple and London, Paul John Phillips, aged 39, was apprehended after a series of criminal activities involving child sexual exploitation and possession of indecent images. The sequence of events leading to his arrest and subsequent sentencing reveals a troubling pattern of behavior that spanned several years and involved multiple locations.In March 2019, Phillips appeared before Aylesbury Crown Court to face serious charges related to online grooming and attempted child sexual contact. The court was informed that Phillips, a former plumber, had engaged in a calculated attempt to meet a girl he believed was under 16 years old. Under the guise of online communication, he sent a series of sexually explicit messages to what he thought was a 14-year-old girl. During these exchanges, Phillips even suggested that she could stay over at his house, and he arranged to meet her in person.
However, the meeting was abruptly thwarted when members of the paedophile hunting team known as ‘All for the Kids’ confronted him at the designated meeting spot. It was revealed that the supposed child was an online decoy, and no real child was involved. The team explained this to Phillips, who was then detained by police officers called to the scene. His arrest marked a significant step in a case that had already garnered attention due to his prior criminal record.
Phillips’s criminal history includes a previous conviction from April 2018, when he was found to have viewed nearly 2,000 images of child sexual abuse, some depicting children as young as two years old. These images were stored across multiple devices, including his desktop computer, laptop, and a USB stick. Of these images, 254 were classified as the most serious category, Category A. His actions over an eight-year period demonstrated a disturbing pattern of possession and distribution of child abuse material.
At Exeter Crown Court, Phillips, then aged 38, pleaded guilty to three charges related to making indecent images of children. The court, presided over by Recorder Paul Dunkels, sentenced him to a 12-month suspended prison term. The authorities also imposed a sexual offences prevention order, which restricts his activities for ten years, and mandated that he register as a sex offender for the same duration.
Following his arrest, police investigations uncovered further evidence linking Phillips to online activities involving child abuse. Search terms related to child exploitation were found on his devices, and authorities linked him to an email address used to upload abusive images. His arrest was compounded by his attempt to travel to Latvia in an effort to reconcile with an estranged partner. When this plan failed, he was detained at an airport while attempting to board a flight to Ireland. Currently, Phillips is considered to have no fixed address and remains under strict legal restrictions, including the new sexual harm prevention order.
