KELTY RAPIST CARRIED OUT SEX ATTACKS ON SLEEPING WOMEN
A DOUBLE rapist from Kelty who preyed on sleeping women when they were incapable of consenting to sex has been jailed for nine years.Neil Collins, 50, of Netherton Gardens, assaulted and raped two victims in attacks that began when both were asleep but continued after the women woke up at houses in Fife.
He had denied raping the women at an earlier trial but was convicted of the crimes, along with further charges of sexual assault and abusive behaviour.
Collins, who has never previously served a jail sentence, appeared at the High Court in Edinburgh for sentencing.
The judge, Lord Scott, ordered that at the end of the nine year prison term he should be under supervision for a further year in the community.
During that period he will be on licence and can be returned to jail if he breaches its terms.
Collins attacked and raped his first victim on an occasion between December 2013 and December 2015 and continued with the assault after she wakened.
He went on to offend against a second woman who was subjected to penetrative sexual assaults by him between September 2021 and May the following year and was raped by him in February 2022.
Collins also acted in a controlling way towards the woman.
He monitored her social media, repeatedly concealed his mobile phone and recorded her, repeatedly sent her text messages, drove past her home and stared at her.
Lord Scott told the rapist that he would be placed on the sex offenders' register indefinitely following his sentencing.
The judge made non harassment orders banning Collins from contacting or attempting to contact victims for an indeterminate period.

A judge told him at the High Court in Edinburgh: "A custodial sentence is inevitable for these serious charges." Collins had denied a series of charges during a trial but was convicted of four offences - two of rape, one of sexual assault and one of abusive behaviour - committed between December 2013 and May 2022.
He attacked and raped his first victim on an occasion between December 2013 and December 2015 when she was sleeping and continued with the assault after she woke up.
The second woman was subjected to penetrative sexual assaults by Collins between September 2021 and May 2022 and raped by him in February 2022.
Collins, who was on bail during his trial, also acted in a controlling way towards the woman during which he searched her home, sent her text messages repeatedly and drove past her address, staring at her and the house.
Following the verdicts the court heard he had no previous convictions for similar crimes and has never previously served a custodial sentence.
Defence solicitor advocate Gordon Martin KC said: "He has never been in prison before.
His record is non analogous." He said: "He is aware custody is inevitable.
He has come prepared for that eventuality today." The judge, Lord Scott, placed Collins on the sex offenders' register and remanded him in custody while a background report is prepared ahead of sentencing at the High Court in Glasgow on January 13.
