MAN CONVICTED OF FOUR SERIOUS SEX CRIMES
Update 07/05/2026: A man with a prior conviction as a sex offender has been sentenced to prison for violating the terms of his Sexual Offences Prevention Order.In April of the previous year, police officers conducted a visit to Mark Klein's residence in Blackburn.
During this visit, they inspected his phone and discovered that the Snapchat application was installed on it.
This discovery constituted a breach of the conditions set out in a Sexual Offences Prevention Order that had been issued to Klein in 2013 and was still active at the time.
While awaiting trial for this violation, Klein was observed again in March by police.
He declined to allow officers to examine his phone, claiming he did not have it inside his flat.
However, when the property was searched, Klein’s phone was located on a bedside table, and evidence showed it had been used shortly before the police arrived.
This was another breach of his court-imposed restriction.
Klein, aged 59 and formerly residing at St Michael’s Court in Blackburn, appeared at Preston Crown Court for sentencing last week.
He admitted to two violations of the Sexual Offences Prevention Order and was subsequently sentenced to 21 months in jail.

Klein, aged 49, was initially sentenced to four and a half years in prison in 2013 at Carlisle Crown Court after being convicted of four serious sex crimes.
His conviction marked him as a dangerous individual, and he was subsequently subjected to an indefinite sexual offences prevention order (SOPO), which was designed to restrict his access to the internet and prevent further offending.
Despite these legal restrictions, Klein was released on licence earlier this year, only to breach the court-mandated conditions twice.
These breaches involved him surreptitiously surfing the internet on devices that were supposed to be monitored by police-approved equipment.
The first breach was discovered in May when authorities found Klein using both a mobile phone and a tablet to access the web, devices he had attempted to conceal from authorities.
His actions demonstrated a blatant disregard for the restrictions placed upon him and posed a significant risk to public safety.
During a court hearing, Klein admitted to these breaches, and Judge Paul Batty QC sentenced him to an additional two years in prison for his violations.
Klein, who has no fixed address, was taken into custody and remanded to serve his sentence, emphasising the seriousness with which the court viewed his repeated defiance of legal orders.
Earlier criminal history reveals a pattern of disturbing behaviour.
In January 2013, Klein was sentenced to four and a half years after being convicted of multiple sex offenses, including the installation of hidden cameras in bathrooms to spy on women and a girl, as well as groping a teenage girl in a disused quarry.
His actions earned him the label of a “nightmare” to parents, especially those with teenage daughters, due to the predatory nature of his crimes.
Police reports detailed how Klein had betrayed the trust of families for his own perverted gratification.
He was found guilty of inciting a child to engage in sexual activity, perverting the course of justice, and voyeurism on three counts.
The court heard that Klein had given a 15-year-old girl a lift on his motorbike to an abandoned building late at night, where he attempted to kiss her.
When spotted by a security guard, Klein fled the scene, but not before contacting the girl later through text messages and Facebook, where he made sexual comments and urged her to delete her chat history to avoid detection.
Further investigation revealed footage recorded on hidden cameras Klein had installed in bathrooms, which he initially claimed was for catching a girl smoking.
However, police uncovered that he had been watching the footage, contradicting his claims.
Klein also tried to persuade one of his victims to lie to police about being watched, but she later recanted, confirming her victimization.
His criminal record also includes previous convictions from 2002 for indecent assault and making indecent images of a child.
The court described Klein’s actions as premeditated and cynical, driven solely by his own sexual gratification.
Judge Forrester emphasised that Klein posed a significant risk to the community, especially to vulnerable young girls.
Following his sentencing, Detective Sergeant Michael Taylor highlighted the gravity of Klein’s crimes and praised the courage of his young victims for speaking out.
He urged parents to remain vigilant about their children’s online interactions and to report any concerns to authorities.
Klein’s case remains a stark reminder of the dangers posed by sexual predators who flout legal restrictions and continue their harmful behaviours despite previous convictions and court orders.
