The individual in question is 42-year-old Lee Cottam, a man who has been classified as a high-risk offender due to his past criminal history and recent breaches of legal obligations.Lee Cottam was previously convicted of sexual assault in 2018 at Blackburn Magistrates Court. Since that conviction, he has been subject to notification requirements under the Sexual Offences Act 2003, which mandate that sex offenders regularly update authorities about their whereabouts and personal details. However, Cottam has repeatedly failed to adhere to these legal obligations, breaching the order multiple times, which has heightened concerns about public safety.
Authorities have described Cottam as a white male, approximately 6 feet 2 inches tall, with receding hair. His links to the towns of Blackburn, Darwen, and Fleetwood are well established, and these areas are now considered potential locations where he might be hiding or attempting to evade law enforcement.
Detective Inspector Mark Gillibrand of Blackburn Police issued a public statement emphasizing the seriousness of the situation. He stated, “Cottam is a high-risk sex offender and we are appealing for information as to his whereabouts. If you have seen him, or know where he may be, please don’t approach him but contact us as soon as possible. I would also urge Lee if he sees this, to attend the nearest police station.”
