KIERAN WALSH FROM WREXHAM ESCAPES PRISON DESPITE CHILD IMAGE OFFENSES

In May 2015, a disturbing case emerged involving Kieran Richard Walsh, a 26-year-old supply teacher based in the Wrexham area, who was found to possess indecent images of children on his personal computer.

Despite the gravity of the charges, Walsh was spared a custodial sentence when he appeared before Mold Crown Court on a Monday hearing.

At the time of his arrest, Walsh was residing with his grandparents on High Street in Rhosymedre, a village near Wrexham.

Following his conviction, he was subjected to a three-year community order, which mandated his participation in a sex offender rehabilitation program.

Additionally, a sexual harm prevention order was imposed for five years, and Walsh was required to register as a sex offender with the police for the same duration.

His name was also entered into the sex offender register, which prohibits him from working with children or vulnerable adults.

The court proceedings revealed that Walsh was well-educated, holding a degree, and had registered with an agency to work as a supply teacher within the Wrexham area.

However, due to the nature of his convictions, he was no longer eligible for employment in educational settings, leaving him unemployed.

In an effort to distance himself from his previous residence, Walsh moved out of his grandparents’ home, fearing potential repercussions.

For the past month, he had been living a transient lifestyle, staying in hotels and hostels as he contemplated his future.

During the hearing, it was disclosed that Walsh had pleaded guilty to six charges, which included creating four indecent videos and one still image of children aged between eight and 12, all downloaded from the internet.

He also admitted to possessing a total of 49 indecent movies of children, categorized into three classes: 39 in Class A, eight in Class B, and two in Class C.

The offences took place in April of the previous year, and the court noted that Walsh was only charged in March of this year, with a significant delay in the proceedings.

Judge Rhys Rowlands described the offences as serious and deeply disturbing.

He emphasized that although Walsh had not engaged in any physical contact with children and there was no immediate risk of such contact, the nature of his crimes was nonetheless grave.

The judge pointed out that Walsh had made immediate admissions to police when they visited his home and during subsequent interviews, which was taken into account during sentencing.

Prosecutor David Mainstone recounted that police executed a search warrant at Walsh’s residence shortly after 8 a.m.

on April 15 of the previous year.

Walsh’s grandparents contacted him, and he returned to the property.

When questioned about the location of the images, Walsh directed police to his laptop.

It was established that file-sharing software on his device had been used to download the illicit material, although there was no evidence to suggest he had distributed the images.

In interviews, Walsh admitted to viewing such images during three distinct periods: in 2006, 2009, and again in April of the previous year.

He claimed that he had come across the first image by accident but acknowledged that he had actively searched for similar content afterward.

Walsh explained that he experienced periods of abstinence from viewing such material, notably during his time at university or when distracted by other interests.

At the time of his arrest, he was working as a supply teacher, registered with an agency, and had been employed in local schools.

Defending counsel Michael Whitty described Walsh as a man of good character, emphasizing that while the offences were serious, a community order, as recommended in the pre-sentence report, would serve as an appropriate punishment and aid in his rehabilitation.

Whitty noted that Walsh had completed a degree in history and was pursuing a career in education, a path now closed to him due to his convictions.

He highlighted that Walsh was currently unemployed and facing the need to rebuild his life.

Whitty urged the court to impose a community order that would serve both as a punishment and a deterrent, addressing the issues in Walsh’s life and reducing the risk of future offending.

The judge acknowledged the severity of the offences but also recognized Walsh’s immediate admissions and the absence of physical contact with children.

Ultimately, the court decided on a community-based sentence, emphasizing rehabilitation and public safety.
