REPEAT OFFENDER BACK IN THE DOCK — HOW MANY CHANCES FOR SERIAL ABUSER?

2017 - In Perth, a man wounded himself with two stab wounds to the chest following a quarrel with his partner.

Kevan Sheriffs, from Newhouse Road, Perth, took a kitchen knife and stabbed himself in the chest before witnesses, including a teenage girl, at a house in Perth.

The sheriff court heard that prior to the incident, the 24-year-old and his partner had an argument.

Sheriffs admitted to behaving in a threatening and abusive manner, which included shouting, swearing, acting aggressively, brandishing a knife, and self-harm at an address on Craigie Road on September 28.

He also confessed to spitting on his partner in an assault.

Sheriff Gillian Wade sentenced him to a total of eight months' imprisonment.

2021 - A man from Perth harassed his former partner with a stream of abusive social media messages following the end of their relationship.

Kevan Sheriffs, 27, also made repeated phone calls, demanding she transfer benefit payments into his account.

When the money didn’t appear, he contacted her again to complain.

When the case was heard at Perth Sheriff Court, Sheriffs avoided a prison sentence.

Instead, he was given a community payback order.

The order requires him to be under supervision for two years and to take part in the Caledonian Programme, which works with men convicted of domestic abuse.

A conduct requirement was also imposed, preventing him from contacting or approaching his ex-partner unless permitted by his supervising officer during that two-year period.

The court heard that between October 2 and 12, 2020, Sheriffs repeatedly sent abusive messages and made aggressive phone calls from his home in Canal Street, during which he shouted and acted in a threatening manner.

Prosecutor Sarah Wilkinson said the couple had been in an on-and-off relationship for seven years before ending things the previous September.

Several of the messages were sent over a few hours, in which he insulted her and called her “deluded.” On October 1, shortly after 1.15pm, he rang about benefit payments and called back minutes later, demanding to know why the funds hadn’t arrived.

He again became angry and aggressive.

When confronted with screenshots of the messages, Sheriffs said he was “angry and frustrated.” His solicitor, Paul Ralph, acknowledged his behavior, saying: “Regardless of any frustration about benefits, you cannot overlook the way he conducted himself.” Sheriff Lindsay Foulis told Sheriffs: “You cannot communicate in this way, especially with someone you are or have been in a relationship with.

If you continue this pattern of abusive behavior, prison is a real possibility.” The sheriff, however, opted for a community-based sentence rather than jail.

2024 - Perth thug Kevan Sheriffs has once again found himself in court — this time convicted of aggravated assault in June 2024.

Instead of a prison sentence, the 27-year-old was ordered to carry out community service, despite his growing list of violent offences.

The latest conviction adds to Sheriffs’ already grim record of abuse.

In previous hearings, the court was told how he subjected his former partner to terrifying ordeals — cornering and pinning her down, screaming insults, and even destroying her phone when she tried to call for help.

He also used disturbing emotional threats, once phoning her to say he was about to jump off a bridge, then throwing his phone to the ground so she believed he had gone through with it.

Sheriffs had already escaped jail once when he was sentenced at Perth Sheriff Court in 2021 for a campaign of harassment, abusive phone calls, and threatening messages aimed at the same woman.

Instead of prison, he was given a community payback order and placed under supervision.

Now, with a fourth trial looming, campaigners are questioning why this repeat offender continues to avoid serious jail time.

Critics say his behaviour shows a pattern of intimidation and violence, yet the justice system has repeatedly handed him community-based sentences.
