    JOHN MITCHELL FROM BOURNEMOUTH CONVICTED OVER HORSE NEGLECT IN SOUTHBOURNE

    John Henry Mitchell, a resident of Portman Crescent in Southbourne, Bournemouth, has been found guilty of severe neglect towards four horses that were discovered in a state of extreme emaciation and suffering from widespread parasitic infestations. The conviction stems from a prolonged period of neglect spanning over seven months, during which Mitchell failed to meet the basic needs of his animals despite repeated warnings and advice from animal welfare authorities.

    Mitchell, born around 1951, admitted to the charges and appeared in court to face the consequences of his actions. The RSPCA, represented by Chief Inspector Paul Williams, revealed that their team had been monitoring Mitchell’s situation for nearly three years. Throughout this period, they had provided him with numerous recommendations and guidance aimed at improving the welfare of his horses. Despite these efforts, the situation deteriorated, culminating in the horses’ critical condition in March of this year.

    According to Inspector Williams, the condition of the horses had reached a point where intervention was unavoidable. The RSPCA called in a veterinarian to assess the animals, who confirmed that Oreo, Cookie, Cloud, and Sky were suffering from prolonged neglect. The vet’s examination revealed that the horses were severely malnourished, with their bodies showing signs of chronic underfeeding. Additionally, all four animals were infested with parasites, including lice and worms, which would have caused them significant discomfort and pain.

    The veterinarian also noted that the horses’ hooves were overgrown, making walking painful and further contributing to their suffering. The overall physical condition of the animals was deemed unacceptable, highlighting a clear failure on Mitchell’s part to provide proper care. During questioning, Mitchell claimed that his work commitments limited his ability to care for the horses during daylight hours, especially in winter when he only attended to them in the dark. He argued that he had supplied them with food, which he believed constituted adequate care, despite the evident neglect.

    In court, the judge acknowledged the seriousness of the offences. While she indicated that Mitchell could have faced a jail sentence, her decision was influenced by his age and his guilty plea. Instead, she imposed a community order that included an eight-week curfew, along with costs and charges totaling £385. Furthermore, Mitchell was disqualified from owning horses for life, although he retains the right to appeal this ban after five years.

    The four ponies were confiscated and are now under the care of the RSPCA, where they will undergo rehabilitation with the aim of eventually being re-homed. Mitchell, who represented himself during the proceedings, stated that he had been involved with horses for over 52 years and identified as coming from a traveller background. He also mentioned that he had only attended to his horses’ feet once a year, implying a lack of regular maintenance.

    This case underscores the importance of animal welfare and the responsibilities that come with owning and caring for animals. The RSPCA continues to advocate for stricter enforcement and awareness to prevent such cases of neglect from recurring in the future.
