POLICE OFFICER SENTENCED TO 12 YEARS FOR RAPING DRUNKEN TEENAGER
A police officer who committed the assault on a heavily intoxicated teenage girl and then captured images and video recordings of her unconscious state has been sentenced to 12 years in prison.PC Ian Tolmaer, who is 37 and from Prescot in Merseyside, pleaded guilty last month to raping the young woman at Preston Crown Court.
During a hearing at the Royal Courts of Justice in London, he was called to testify before the judge who delivered the verdict.
Tolmaer denied administering any date rape drugs to the 18-year-old victim, insisting he did not drug her.
Nonetheless, evidence was presented showing he downloaded information related to date rape substances from online sources and visited websites featuring images of sleeping and unconscious women.
His computer contained such material, though he claimed he had no intention of using it prior to the assault.
Witnesses described the victim's condition at a Liverpool nightclub in April of the previous year as ‘rotten drunk’ and ‘out of it,’ with her blood alcohol content near toxic levels.
After meeting her there, Tolmaer drove her six miles to his home, where he sexually assaulted her and performed additional acts.
Before the incident, someone had approached outside the club offering to help her contact the police, but Tolmaer instead took her to his residence and assaulted her.
He was subsequently dismissed from the police force in December 2003.
The judge highlighted that the victim was extremely vulnerable, nearly anesthetized by alcohol consumption, and in a dangerous state, which Tolmaer took advantage of.
The case was described as a serious breach of public trust, with the judge stressing that such misconduct damages faith in law enforcement, particularly when committed by an officer.
The lead investigator condemned Tolmaer’s actions, likening them to assaulting 'a dead body,' and expressed disgust at the video footage he recorded of her.
Judge Mackay pointed out that Tolmaer’s obsessive focus on vulnerable women and breach of duty represented a grave violation of trust, resulting in his imprisonment.
