FROM STALKER TO RAPIST: FRAZER PENMAN LOCKED UP AGAIN AS COURT DELIVERS GUILTY VERDICTS
A CROSSGATES woman was stalked by her former partner who repeatedly went to her street.Frazer Penman, 24, formerly of Blairhall, now of Dean Road, Kirkcaldy, appeared for sentencing at Dunfermline.
Following a trial, Penman was convicted of a charge that between March 24 and 28 last year, at Droverhall Place, Crossgates, he engaged in a course of conduct towards his ex-partner in which he repeatedly attended at her home, parked his car in the vicinity, remained outside her house for periods of time and uploaded content to social media referencing her.
Sheriff Lindsay Foulis commented: “I’ve concerns about his attitude and his demeanour when giving evidence.
He’s coming to a point where he should think very serious and concede he has issues.” The sheriff imposed a community payback order with 140 hours of unpaid work and 12 months of supervision.
He also imposed a non-harassment order for 30 months.
—————————————————————————————————— NEW OFFENCE 31/10/2025 Shamed predator Frazer Penman has been exposed as a dangerous sex offender after being found guilty of three counts of rape at Stirling High Court.
Penman, has now been officially placed on the Sex Offenders Register.
The disgraced offender was taken into custody immediately after the verdict and will remain remanded behind bars until his sentencing in December.
Police specialists will now monitor him under strict conditions as the public awaits the judge’s final decision on his future.
—————————————————————————————————— SENTENCING UPDATE 07-01-2025 —————————————————————————————————— Frazer Penman, 26, previously of Blairhall, has been sentenced to nine years’ imprisonment following his appearance at the High Court in Livingston on Wednesday.
Penman was convicted after trial at Stirling High Court of three separate rapes committed against two women.
The court heard that one victim was assaulted while asleep, while the other had lost consciousness after being given excessive amounts of Buckfast tonic wine.
Evidence presented to the jury showed that Penman subjected both women to sustained controlling and coercive behaviour, instilling fear before carrying out repeated sexual assaults.
The offences took place at properties in Blairhall, Kelty, Clackmannan and other locations across Fife between October 2015 and January 2022.
During one attack, Penman threatened his victim, restrained her by covering her mouth and neck, and strangled her.
A further assault on the same woman occurred while she was recovering from childbirth and was described in court as causing severe physical injury.
Passing sentence, Lord Mulholland told Penman that his violent temper and aggressive conduct had left both women frightened of him.
The judge said Penman regularly lashed out in anger, damaged property, and subjected the women to verbal abuse.
He also highlighted evidence that Penman stalked one of the victims, including footage captured on her ring doorbell.
The court was told that in one incident Penman forced a victim, who was still recovering from giving birth, to consume alcohol until she lost consciousness before raping her.
Lord Mulholland stated that Penman later attempted to falsely portray the assault as consensual, despite the victim waking up injured and distressed.
Describing Penman as a clear danger to women in intimate relationships, the judge imposed an extended sentence consisting of nine years in custody followed by two years on licence.
The sentence was backdated to 4 November last year, when Penman was first remanded in custody.
Penman will remain on the sex offenders’ register indefinitely and has been given a lifelong ban on contacting either of his victims.
