    In a disturbing case that has sent shockwaves through the community, David Atkinson, a former children’s services team leader from Kenilworth, found himself at the center of a serious criminal investigation after engaging in explicit online conversations with what he believed was a 13-year-old girl. The incident, which unfolded in March 2021, was uncovered through a covert police operation designed to catch individuals attempting to exploit minors via the internet.

    Atkinson, aged 42, was employed by Leicestershire County Council’s children’s services department, a role that carried significant responsibilities, especially concerning the welfare of vulnerable children and families. His professional background made his actions particularly egregious, as he was expected to uphold the highest standards of conduct and awareness of the potential harm such behavior could cause.

    The police investigation revealed that the conversation began in June 2019 when Atkinson initiated contact on a chat platform set up by an undercover officer. He started the interaction with a simple greeting, asking whether the profile belonged to a girl and whether she was interested in older men. When the officer responded that she was only 13, Atkinson’s behavior quickly escalated. He immediately requested a photograph of her and inquired if she would like to see an image of his genitals, showing a disturbing lack of regard for the age and vulnerability of the supposed minor.

    Despite being told she was only 13, Atkinson pressed further, asking for a picture of her and threatening to end the conversation when she claimed she did not have any images to share. In response, he was sent a legal image of a 13-year-old girl, but this did not satisfy his inappropriate curiosity. He then asked about her breasts and sent a picture of himself exposing his genitals, requesting that she send a picture of herself in her underwear. The conversation continued with Atkinson sending a picture of someone in a car, expressing a desire to take her for a ride, and again urging her to go into the bathroom to take a photo of herself in her underwear.

    Authorities acted swiftly once the conversation was uncovered. A warrant was executed at Atkinson’s residence, leading to his arrest. During the search, police seized his phone and laptop, which contained evidence of visits to pornographic websites referencing teenagers. When questioned, Atkinson claimed he was on holiday at the time and denied any knowledge of the activities, suggesting that his devices had been hacked. However, the evidence collected contradicted his claims.

    In court, prosecutor Tim Sapwell highlighted that Atkinson’s role in children’s services should have made him acutely aware of the potential harm his actions could cause. The court was told that his behavior was out of character but was nonetheless deeply troubling given his position of trust. The judge, Recorder Balraj Bhatia QC, emphasized that Atkinson, as a professional working with vulnerable children, should have known better. The judge also noted that Atkinson’s personal struggles with prescription drugs, alcohol, and cannabis might have contributed to his actions, but these did not excuse his conduct.

    During sentencing, Recorder Bhatia acknowledged Atkinson’s previous good character and the responsibilities associated with his job. He pointed out the tragic reality that many young girls face difficult family situations, which makes such misconduct even more reprehensible. The judge also drew a stark hypothetical comparison, asking the court to imagine if Atkinson’s own 13-year-old daughter had been the victim of such behavior, implying that harsher punishment would be justified.

    While the court recognized that no actual harm was inflicted due to the undercover nature of the operation, the intended harm and breach of trust were significant factors. Ultimately, Atkinson was sentenced to eight months in prison, suspended for two years. He was also ordered to participate in a rehabilitation program, complete 180 hours of unpaid work, register as a sex offender for ten years, and pay costs amounting to £500. Additionally, he was required to sign the sex offender register, reflecting the seriousness of his offenses and the need for ongoing monitoring.
