PERTH MAN REGISTERED AS SEX OFFENDER FOR EXPOSING HIMSELF
A Perth window cleaner named David Anderson, aged 37, was involved in an incident where he drove to a local beauty spot in his works van before exposing himself to a couple and their child who were in their car.The incident occurred on June 29, 2020, at the Jubilee car park on Perth’s Kinnoull Hill.
Sheriff Neil Bowie ruled that there was a significant sexual aspect to Anderson's conduct, stating that he admitted to intentionally exposing his genitals in a sexual manner to the couple with the intention that they would see them.
Anderson also carried out a sex act on himself after dropping his trousers while looking at the victims.
He was apprehended because his vehicle displayed his company name.
During his court appearance at Perth Sheriff Court, Anderson admitted to exposing himself deliberately, which involved pulling down his trousers, exposing his genitals, and performing the sex act in the presence of the couple, while gazing at them.
As a result, he was added to the Sex Offenders’ Register.
The court ordered him to complete 150 hours of unpaid work as an alternative to imprisonment, and to participate in the Moving Forward, Making Changes programme run by the Tay Project, which aims to rehabilitate sex offenders.
Additionally, he will be supervised by a social worker for three years during his participation in the scheme.
The incident was characterized as having a 'significant sexual aspect,' with the sheriff noting that Anderson masturbated in a public place 'while looking towards the two individuals and effectively gaining their attention,' which falls within the definition of the offence as having a substantial sexual component, as per legislation.
