BICESTER SEX OFFENDER COLIN ARTER CAUGHT WITH CHILD PORNOGRAPHY AND EXTREME MATERIALS
In April 2023, a disturbing case emerged involving a man from Bicester who was found to have shared and possessed highly disturbing material related to child exploitation and extreme pornography.The individual, identified as Colin Arter, aged 50, became the subject of police investigation after authorities received credible information linking his online activity to the distribution of indecent images of children.
Authorities conducted a raid on Arter’s residence in Bicester after discovering that he had uploaded a link to a well-known site hosting illegal content on the messaging platform Kik.
His social media profile, under the username ‘TomBicester72’, clearly indicated his connection to Bicester and his year of birth, making his identity easily traceable.
Prosecutor Naomi Perry outlined that the police’s intervention was prompted by the suspicion that Arter was involved in sharing illicit material online.
During police interviews, Arter initially claimed that he had accessed a chat site called ‘No Limits’ and insisted that all conversations there were purely fantasy, denying any sexual interest in children.
However, this assertion was quickly discredited when digital forensic experts examined his electronic devices, including an iPad.
The analysis revealed a horrifying collection of nearly 890 indecent images and videos classified as Category A, which includes the most severe depictions such as rape.
Additionally, there were 1,344 images in Category B and 2,477 in Category C, with the children depicted estimated to be between the ages of three and ten.
Further investigation uncovered that Arter had also stored 16 extreme pornographic images involving bestiality and two images explicitly depicting children, which are legally prohibited.
These materials had been sourced from various online sites, with police noting that Arter had searched these sites as many as seven times in a single day.
The police also found that he frequently visited a site containing fantasy stories, which, while not illegal in themselves, demonstrated his interest in material that could be linked to his illegal activities.
When questioned again by detectives, Arter expressed shock at the volume of illegal images discovered by the authorities.
His residence on Moor Pond Close in Bicester was thoroughly searched, and the evidence collected painted a disturbing picture of his online behavior.
Arter ultimately pleaded guilty in the magistrates’ court to charges of making and possessing indecent images of children, possessing prohibited images, and viewing extreme pornography.
In sentencing, the judge imposed a two-year community order, requiring him to complete 120 hours of unpaid work, undergo mental health treatment, and participate in up to 40 days of rehabilitation activities.
Additionally, Arter is subject to a sexual harm prevention order that will remain in effect for five years, aimed at restricting his future online activity and protecting the community from further harm.
