    CARL WINDSOR FROM NORWICH AND SKELMERSALE EXPOSED AS CHILD ABUSER IN SHOCKING CASE

    In a disturbing case that has sent shockwaves through the communities of Norwich and Skelmersdale, Carl Windsor, aged 29, was convicted of heinous crimes involving child abuse and online exploitation. The case unfolded after Windsor, who had previously resided in Skelmersdale, was caught in a sting operation that revealed his true intentions and criminal history.

    According to court proceedings, Windsor had been engaging in online conversations with an undercover police officer, during which he claimed to be a paedophile hunter. Under the alias 'Jimmy Savile,' Windsor exchanged messages in various chat rooms discussing child abuse. The police investigation revealed that Windsor was planning to meet what he believed was a five-year-old girl, with the intent to sexually assault her. The meeting was set to take place in Oxted, Surrey, where Windsor traveled by train to carry out his sinister plans.

    However, the meeting did not go as Windsor expected. When he arrived at a supermarket café near the station in Oxted, he was promptly arrested by officers. It was during this confrontation that authorities uncovered his intentions to harm the non-existent child, which was part of the sting operation. Despite his claims of being a paedophile hunter, the court found that Windsor's actions were driven by malicious intent.

    Further investigation into Windsor’s past revealed a darker history. In 2015, while living in Skelmersdale, he had sexually assaulted a nine-year-old girl. Prosecutor Geoffrey Lowe detailed that Windsor had previously molested the young girl, an act that added to the severity of his current charges. Windsor’s criminal record also includes the downloading of 165 child pornography images, which he admitted during the trial.

    When Windsor was arrested in Oxted on January 22 of the previous year, police seized his mobile phone. The device contained indecent images of children, which had been deleted but were recovered during forensic analysis. The evidence painted a disturbing picture of Windsor’s ongoing engagement with child exploitation material.

    During the court hearing, Judge David Aubrey, QC, addressed Windsor’s initial denial of the allegations. The judge highlighted the impact on the young girl involved, who had to testify in court. In her impact statement, she expressed her discomfort with the proceedings, stating she did not like being accused of lying. The judge noted her innocent remark about the room’s decor—‘It was very brown and I would have preferred pink’—as a reflection of her age and innocence. The judge emphasized that Windsor’s abuse had profoundly damaged her, stating, “You have destroyed it by abusing her in the way that you did. She says she felt sick in the stomach when you did what you did.”

    Windsor was sentenced to six years in prison for multiple charges, including two counts of sexually assaulting the nine-year-old girl and two counts related to arranging or facilitating sex offences. Additionally, he pleaded guilty to three counts of downloading child pornography. The court also ordered Windsor to be placed on the Sex Offenders Register for life and imposed an indefinite Sexual Harm Prevention Order. Judge Aubrey condemned Windsor’s claims of being a paedophile hunter, asserting, “You were nothing of the sort, you were a fraudster for your own sexual motivation.”

    During the sentencing, Windsor was observed slamming doors as he left the courtroom, visibly distressed. The judge concluded by reaffirming the seriousness of his crimes, describing Windsor as a “devious, sinister man” whose actions were both sexual and deeply malicious. The case has left a lasting impact on the victims and the wider community, highlighting the dangers posed by individuals who hide behind false pretenses while engaging in predatory behavior.
