SEX OFFENDER MOVED AND DID NOT TELL POLICE
A man from Cleator Moor who previously attempted to engage in sexual conduct with a 14-year-old girl has been jailed for breaching a court order intended to mitigate the danger he poses.Anthony Callander, aged 55, ran into legal trouble after police discovered he had relocated to a friend’s residence in Brampton without notifying authorities.
He was also found to be using a mobile phone that he had not officially declared to police.
Failing to update law enforcement about these facts was a breach of his registration conditions on the Sex Offender Register, a fact he admitted in court.
He also acknowledged not informing police about receiving a new bank card.
At Carlisle Crown Court, prosecutor Matthew Hopkins provided details of the offences.
The discovery of the unreported phone was made through telecommunications data, which revealed that Callander had switched the SIM card from his declared Nokia phone and was using a new Motorola device.
Mr.
Hopkins informed the court that police had evidence Callander had been living at an address in Brampton for more than a week without reporting it.
Specifically, he was there between June 15 and July 6, without police approval.
In 2023, a sexual harm prevention order had been issued against Callander after an incident involving attempted sexual communication with a minor.
His criminal record includes 112 previous offences.
During police questioning, he denied any wrongdoing.
Authorities searched for the undeclared Motorola phone but did not recover it.
Defense lawyer Lucy Moran explained that Callander, living on Queen Street, Cleator Moor, is a caregiver for his mother, who suffers from COPD, dementia, and has been diagnosed with a terminal illness.
Moran added that the Motorola phone originally belonged to a friend in Brampton and was used by Callander to handle issues related to his benefits.
She also noted personal tragedies such as the passing of his father, the suicide of his brother, and the stillbirth of a child.
In a previous sentencing relating to his 2023 sexual offences, Judge Michael Fanning returned to the case.
He detailed how Callander had arranged to meet someone he believed to be a 14-year-old girl at Cleator Moor Square, bringing wine and planning sex.
Though there was no evidence that he committed additional offences, the judge warned that if he had used unreported communication devices and bank cards, he could have evaded detection.
He also referenced a Probation Service report stating that Callander tends to downplay his offending and blame others.
Deciding that he could not be safely managed in the community, Judge Fanning sentenced Callander to one year of imprisonment.
